need to give ourselves flexibility the report included a second recom mendation that the athletic student grant scholarship fund be given a higher priority in future university budgets other recom mendations include improvement of lehigh's athletic facilities and an increased operating budget for the athletic department other forum business included the passage of a motion by the cultural life subcommittee recommending the administration make the construction of a viable centralized facility for the visual and performing arts one of its highest priorities in his report president likins stated that he was pleased and proud to see students working with the administration in dealing with social concerns in a gratifying way regarding the tuition increase likins said that though it is going up a lot next year it will still be at a position relative to other private institutions of comparable quality the president also said he expects a decision regarding the purchase of homer labs from bethlehem steel corporation within the nextstx months he said the decision will come in several stages because it is a complex multi party negotiation by alicia orr desk editor the athletic scholarship policy ad hoc committee of the forum presented the first draft of the athletic scholarship policy report including a recommendation for non-need based wrestling scholarships to forum xvi thursday according to the first draft of the report the forum is recommending non-need based wrestling scholarships not to increase the amount of the athletic student grant budget but to lift the constraint of demonstration of financial need director of athletics dick gibney said the cost of attending lehigh puts us at a distinct disadvantage when recruiting athletes the ncaa national collegiate athletic association imposes a ceiling of 11 full scholarships for wrestling at all schools gibney said he added that most schools can break those 11 scholarships down however they choose without worrying about demon stration of financial need with the need constraint removed in 1985 coaches had an extremely successful year recruiting according to the report the report also stresses that non-need based scholarships will not compromise lehigh's commitment to academics and that athletes will not be recruited unless they have first met all academic qualifications wrestling is the only sport at lehigh comp see stabler page 4 subcommittee was ordered to submit a report of its findings on the acc to the forum but because of disagreement within the subcommittee two reports were submitted these included a majority report that voiced support for the acc and a minority report that did not during october 1971 the forum approved the minority report and opposed plans for the acc by a voteof43to39 chaired by university trustee kirk pendleton declared the athletic and convocation center acc a formal goal of the board when this decision was reached the committee reported its findings in september 1971 to the forum priorities planning and resources pr&r subcommittee which ap proved construction plans for the acc in october however the expanded area for athletic events and university events such as com mencement was realized observations by the university board of trustees indicated that lehigh was behind comparable schools in terms of space available for recreational facilities therefore early in 1971 the trustees discussed plans for constructing a major facility in saucon valley for general university use in the summer of that year a president's committee nun lehigh's 6-year-old stabler athletic and convocation center was the setting last semester of a variety concerts and athletic events including the appearance of sting the arena was made possible through the efforts of a future-minded board of trustees who proposed the idea back in 1971 since 1979 stabler has housed wide range of events by dan ryan managing editor editors note this is the first of a three part series on stabler arena as stabler arena's capacity audience roars and cheers sting 1985's mega-star takes the stage the 747 squeal of the crowd permeates every corner of the
