despite national pinch editor's note this is the first in a series of three articles dealing with financial aid thi&ortic/e deals primarily with the criteria for scho larship grants at the university at a time when money for almost every purpose is scarce and colleges throughout the country are being pinched in a monetary squeeze the university is increasing its financial aid to students according to william e.stanford director of undergraduate financial aid the total value of scholarships granted to students this year will surpass last year's amount by 120,000 regarding money available for helping students stanford said we're probably in better shape than most schools last year 26.4 per cent of the undergraduate enrollment received some sort of financial aid .- this figure does not include pennsylvania higher education assistance agency pheaa grants corporation grants or outside loans such as the national defense loan program although accurate statistics have not been computed for this year stanford stated that the percentage of students receiving aid is greater than last years figure for many colleges the domain of financial aid has been a barren region parched by the state of the national economy and witness to the evaporation of money pools due to increasing operating costs a college less financially secure than the university each year sits on the edge of its chair waiting to see what the atmosphere for federal and state funds is said stanford in some cases new methods of dis pensing aid are being tried as a more equitame and financially viable alternative to large expenditures in the form of scholarship aid at ursinus college self help is a prerequisite for financial aid a student must work to meet a portion of his need and take out a loan if necessary if he is still unable to meet his expenses the school will award him a rant for the difference at the university scholarship grants are made considering a combination of factors actual financial need as determined by the parents confidential statement is a primary consideration another is scholarship in granting aid says stanford the university must ask which of those students needing aid deserve campus police were called to quell the unsuccessful onslaught forum committee proposes minority group scholarships by patrick fekula a resolution was adopted by the community relations committee tuesday concerning the establishment of scholarships for minority groups the purpose of the proposal which will be sent to the university forum is to set up three full scholarships a year for minority group scholars of the bethlehem area / the scholarships funded through designated grants from the annual fund would cover tuition full-load book costs campus meals transit tutoring they are to be awarded in the fall semester in 1973 and are to be established as a continuing university program eventually establishing 12 scholarships per year after four years the reasoning behind the committee action is to provide scholarships where none are presently available to increase the dentity factor between residence of the bethlehem minority community and the university to provide the cumulative effect of educating and training leaders of the minority community and to add input to university life that will provide a new dimensional benefit in terms of the classroom experience social interaction and extra-curricular function some discussion was held after the resolution was read as to how the te'rm minority would be defined mr james harper director of community relations at lehigh who helped to draft the resolution stated we have gone over the wording of this proposal very carefully and feel the term minority is said to mean blacks puerto ricans and other low-income persons northampton county da race emphasizes law enforcement by david ingram the bureau of criminal statistics in harrlsburg reports that serious crime increased 42 per cent in northampton county last year this is about three times the national average as reported by the fbi for similar areas stated darold buck hemphill republican can didate for northampton county district attorney his opponent the democratic incumbent charles spaziani is seeking a tradition breaking second term running in a strongly democratic area hemphill is considered to be the republican candidate with the best chance of election he said i consider party labels to have little or no meaning for the position of district attorney district attorney spaziani says that he is running for a second term in order to complete much of the work that he has started as da many of the problems that exist today were nonexistent in north ampton county when he took office most of the programs presently run through the da's office especially drug programs were instituted by spaziani said assistant district attorney allan b goodman goodman also said that the da's office has acquired expertise in these new areas of judicial endeavor which would be impossible to duplicate at this time hemphill is running on the platform of updating the methods of law enforcement to face the problems of today's society too many people hemphill said in cluding our present da think that our county is immune to the problems of the larger society but those of us who have any contact with the people in this county know that the old lackadaisical methods of law enforcement won't work any longer on the issue of drugs hemphill says that there is too much emphasis placed on marijuana users when serious drugs are not being attended to he claims that there has not been an indictment of a major drug trafficker in over four years hemphill favors an expansion of the present county drug commission to include representatives of youth and former addicts the da's office asserts that it is very difficult to prove any drug charge other than possession and even harder to put any sizable dent in the flow of drugs into the area by looking for large scale dealers spaziani claims that the drugs that come into the area are brought in small quantities by hundreds of small scale dealers the da's office is presently involved in an experimental pre-indlctment pro gram for first offenders in minor crimes possession of marijuana is considered to be a minor crime in this program the defendant pleads guilty in this pre indictment hearing and may be put on probation the successful completion of which would keep any mention of the criminal charge from the defendant's record this is just an example said spaziani of the programs that he would like to see through to its maturity by serving another term hemphlll is concerned by the exodus of youth from the northampton county area as soon as education is completed this is due mainly to the lack of economic diversity in the area but the da could help by having a better attitude towards the problems of youth our youth must be encouraged in all ways to work within our framework in laws over men we must attempt to understand and tolerate differences which in fact are not harmful to our society said hemphill charles spaziani see city-u pag 5 see academic page 4 forum
