currently a member of the administrative staff at columbia university has been appointed director of campus planning at lehigh effective july 1 1972 among the responsibilities of rosse m this newly-created post will be supervision and guidance of the university's master campus plan consultation with trustees faculty students and alumni and acting as a liaison between the university and local state and federal planning agencies rosse who has had 16-years of exper ience m campus planning will report to paul j franz jr vice-president for development at the university franz explained the necessity of appointing rosse and the new position as relieving a burden placed on volunteers previously he con tinued campus planning was handled by the planning and development committee of the board of trustees and individuals were asked to volunteer as si sta nee franz pointed out that with the new ten-year development program the burden would be too great to place on volunteers the new position came about as a suggestion from the forum it was felt that the university needed a man who could research planning needs contact architects consult planning architects and then present findings for approval franz stated that one of rosse s qualifications is his former work at a major institution with social and economic problems m an urban area franz explained that the problems of the univer sity have some similarity to those faced by columbia university m new york rosse will be confronted by the all university complex upon arriving at the university he will not however take part m the residence halls 11 plans because they will already be decided upon by the time he arrives before joining the columbia staff as director of space utilization m 1966 rosse was associated with h.i dorfman associates inc nanuet n.y rosse is a graduate of the university of idaho where he was initiated into phi beta kappa rosse his wife douce and their three children are currently residents of new city n.y library system under scrutiny of subcommittee by paul mitchell lehigh will need a new library by the end of this decade according to dr leslie sperling assistant professor of chemical engineering this position as stated by dr sperling at several meetings of the forum budget committee has led to the creation of the library joint sub committee of the budget and priorities planning & resources committees the subcommittee's purpose is to gain an overview of the problems of lehigh's library system and to formulate possible solutions to them serving on the subcommittee with dr sperling are prof elvinwarfel associate professor of education and students gary grabel 72 and paul ma lone y 72 who met this monday to establish a working schedule for the subcommittee dr sperling who said the strength of a university resides m its library system also cited the fact that the present library system is at 80-plus per cent of its shelving capacity and is constantly growing sperling-further stated that purchases have increased steadily h j oris rosse research grants rise trend expected to last by pathendrick at a time when according to vice president-research joseph llbsch there is a tendency across the nation for decreasing research support grants at lehigh are running about 15 per cent ahead of last year for the first six months of the fiscal period with 2.8-million to date llbsch expects this trend to continue so that at the end of this fiscal year my estimates are it will probably be 10-15 per cent ahead of last year's 5,023,000 m grants for research and related activities research is an important facet of the total economic picture at the university easily illustrated by the fact that research grants made up approximately 21 per cent of the 23.77 million spent for lehigh's total operation and last year's figure noted a 12 per cent increase m grant funds over the year before dr donald l ritter assistant to the vice president-research explained that there has been a downward trend nationally m grants for science and engineering but that lehigh has managed to buck this trend through good relations with industry and a well-regarded faculty the business of attracting grants according to ritter is a competitive process the idea of the highest quality grant proposal is essential to a school's receiving funds here he said a faculty member's talent and ability to communi cate a viable approach to a problem ls i mportant llbsch noted that the university's success in attracting grants is a real accolade to the faculty generally speaking there has been difficulty m getting support nationally we're among the smaller number who have maintained increased support forum does not take action on tau delta phi question the forum refused to act on a special request by tau delta phi to review an administration decision to move emery house into the fraternity monday after a suspension of the rules to place the item on the agenda and a discussion of the issues the legislative body postponed indefinitely any further decision a student from tau delta phi fraternity richard altman 74 addressed the forum concerning what he considered to be the unfair closing of tau delta phi fraternity and the future occupation of that house by emery house altman told the forum that although the house was m financial difficulty and missed a rush deadline they did manage to gather a sufficient post rush to put them m the clear and informed dean quay about this before papers were signed with emery altman argued that tau delta phi will live up to its financial obligations and should be given another chance he also stated that current members should not be pen alized for past debts incurred when no present member resided m the house dean william quay stated that tau delta phi was sufficiently warned and that they had entered into an agreement with the university and had not fulfilled its requirements on time quay went on to say that the fraternity has had a fin ancial deficit since it moved on campus m 1966 quay pointed out that it was only after the deadline that the house saw that the university meant business and decided to actively rush to meet its requirements quay concluded by commenting that a fraternity should have more responsibility than what was displayed by tau delta phi after some discussion as to exactly what the forum's role should be m this case it was moved that the forum should return to its normal order of business with no action being taken on the question of tau delta phi the motion to return to the normal order of business carried hal koplin student forum member criticized the body for its lack of action on the tau delta phi question koplin argued that when the forum is the last possible place to voice complaints the forum is compelled to make a decision other forum members disagreed stating the body did not have enough advance notice to adequately consider the issue joseph heller catch 22 author joseph heller to speak here joseph heller author of the novel catch 22 will speak at lehigh tuesday mar 21 at 8:15 p.m m grace hall heller who was a b-25 bombardier m the mediterranean during world war 11 flew 60 combat missions over italy and france his novel catch 22 finished m 1961 took him eight years to complete and publish heller's discussion sponsored by the lehigh visiting lecturers committee is open admission free to the public a professional playwright and novelist heller authored the 1968 broadway drama we bombed in new haven which was also based on a
