brown and white vol 84 — no 5 mmmmmmm iethlehem pa friday september 15 1972 866-0331 lehigh drug program never becomes reality bypatfekula the controversial drug program in-touch is dead at lehigh the program was designed to work as a practical solution m combatting drug abuse on campus but it never got off the ground in-touch — individuals near to offer understanding concern and help — was a student-initiated and developed concept that had five major goals the first was the formation of a drug information center on the physical psychological social and legal aspects of drug usage second was a program of speakers on different aspects of drugs the speakers would have also been available to outside groups and especially schools a telephone crisis counselling center for students having bad experiences with drugs and needing immediate help and a service that would refer those requesting help to professional advisors and doctors for possible treatment were two other intended programs the fifth goal was the initiation of a dispatcher service manned by trained volunteers who were to give immediate help to a drug-user m trouble the program would have provided three distinct services to the surrounding community one a drug library facility would have served as a drug information resource a 24-hour crisis counselling service would have been available this would have served as a state environmental council meets in sinclair laboratory by mary koltisko environmental groups and private citizens alike had the opportunity monday to express their views on state ecological issues before the citizens advisory council of the pennsylvania department of environmental resources the council met m sinclair lab auditorium for its second monthly meeting away from harrisburg this meeting was one of several regional meetings planned to give citizens from around the state a chance to present their views on local environmental problems the council is comprised of 18 private citizens appointed by the governor the president pro tern of the senate and the speaker of the house an effort is made to maintain equal numbers of members from eastern and western sections of the state and from differing political factions environmental resources secretary maurice k goddard is the nineteenth member the council responsible for reviewing meetings of the state legislature and inspecting the state's environmental laws must also submit an annual report to the governor and legislature m addition to monitoring the work of its department the monday session heard reports from separate committees on air water and natural resources dr robert broughton of pittsburgh stated that the major issue confronting the air resources committee is air pollution enforcement broughton observed that the money needed to run an enforcement program could be obtained m three ways — through the legislature through massive increases m permit fees or by shifting costs to the polluters he noted also that the committee is interested m developing an automobile emissions inspection system dr vinnedge lawrence of pittsburgh reported that the current priorities of the natural resources committee were flood plain management pesticide legislation wilderness and wildlife management environmental impact of mining practices solid waste management and better private land management water resources committee spokesman dr alvin grove of state college said that his committee was striving for more emphasis on the biological quality of water instead of its chemical quality b&w photo by greg borsinger raindance avant garde video group presented their version of the republican convention last wednesday skip blumberg and ira schneider produced the program raindance film company displays tv techniques raindance an avant-garde television film company gave students a closed-circuit viewing of their work wednesday m the neville lounge skip blumberg and ira schneider two raindance members discussed their craft raindance uses small equipment and films everything from sports to street interviewing schneider explained that with half inch film instead of two-inch film they use light equipment that is less likely to make people uneasy schneider noted that regular camera equipment used by iarge stations requires a crew of technicians and gives people the i'm on tv attitude blumberg explained that raindance is a step toward giving people more freedom m what they view he commented that people should have a voice m their entertainment he also suggested that people could make use of new inexpensive film techniques to produce programs for public stations four more years a film of the republican national convention was shown it centered on the young republicans and the demonstrators m flamingo park short interviews with the nixon family with delegates and a few commentaries provided a humorous climax to the film schneider noted that while network coverage dragged on 100,000 per hour raindance worked on grants at 12,000 per hour asked about bias m filming blumberg stated that it's impossible to be objective schneider explained that reality is like a many-sided matrix one can only view one side at one time raindance was there when jerry rubin and a group of radicals seized control of the david frost show rubin was giving a lecture on destruction when frost interrupted to ask what the new way would be in response rubin summoned some friends to the stage the remainder of the film involved a shouting match between frost and the group of radicals a bootblack m new york was the subject of a raindance street interview he contended that the human race was the worst thing on earth saying they are even bad for themselves he explained that wars and pollution evidence the evil of man asked whether he saw any improvement for the future he answered none that i see other raindance studies were more chaotic one involved a street argument while another was wild shots made by people trying to learn how to use a camera raindance is supported by its college lecture fees and by the new york state council on the arts medical school becomes topic of pp & r debate speculation on the beginning of some type of medical education center at lehigh has drawn a considerable amount of attention from members of the priorities planning and resources committee of the forum at the last committee meeting held tuesday chairman w beall fowler jr told the committee to be aware of possible lehigh medical education center see in-touch page 4 see state
