brown and white vol 84 no 27 bethlehem pa tuesday january 16 1973 h66-03_l - county court denies bujcs probe request lehigh county court has denied a request by the university forum for a grand jury investigation of the nov 7 suicide of randy bujcs a former university student who hanged himself in lehigh county prison the request was submitted to the honorable kenneth h koch president judge of lehigh county court in the form of a petition by a sub-committee of the forum appointed to investigate bujcs death it stated that the forum had previously passed a resolution expressing distress and concern over bujcs death and had appointed a committee to investigate his imprisonment and death the sub-committee submitted the petition requesting koch to charge the grand jury of lehigh county to investigate bujcs imprisonment and death and to take legal action as deemed necessary by the investigation raised in the petition were questions of full respect of bujcs rights the nature of his incarceration whether proper medical procedures were applied alleged pyramiding of charges alleged im positions of punitive bail and allegations that bujcs family was not notified of the initial suicide attempt koch sent a letter to the forum and addressed to rev flesher explaining the dismissal of the petition koch said a letter had been received from the forum con taining a petition which was not sworn to declares no facts and was not filed with the county prothonotary in the usual manner koch further stated you and your colleagues have cited no legal authority justifying the requested investigation he also wrote ". . the freedom of the grand jury is very much restricted the body is an arm of the criminal court and criminal acts alone must be the foundation of its deliberations no where in your various documents is there any allegation of the commission of a crime also pointed out by koch was the filing on public record of the proceedings of the court pertaining to allentown state hospital and bujcs release the preparation of a report by the district attorney and an investigation by the board of prison inspectors an official report by the state bureau of corrections has recommended increased new chem building funded by mudd gift the university will receive a gift of 1,250,000 from the seeley g mudd fund toward a new chemistry building w deming lewis university president announced that the gift will be directed toward a 5-million eight-story tower to be located centrally on campus the new chemistry tower will be known as the seeley g mudd building the structure to be completed in early 1975 will replace the existing chemistry building which was constructed at the university before 1900 the gift from the seeley g mudd fund of los angeles calif brings the university's campaign achievement to 7,825,114 in the first eight months of the nationwide effort the fund was created in 1969 by the will of seeley g mudd m.d who died in 1968 in his will dr mudd provided that the fund be used only for construction of buildings at leading private univer sities colleges and schools chosen by the trustees of the fund prior to making the gift to the univer sity the fund has made nine other building grants to institutions across the country including duke university harvard university oberlin college and washington university in st louis the new century fund is the university's drive for scholarships professorships library additions equipment acquisitions and campus im provementa the seeley g mudd building * marks a major accomplishment for the fund other major goals of the fund are a 6-million athletic and con vocation center and 27-million for per manent endowment the new century fund represents the largest task of its kind undertaken by the university the university successfully completed its centennial development campaign in 1966 with 25-million which was 3-million more than its announced goal dr mudd graduated from columbia university with a degree in mining engineering and in 1924 from harvard medical school with honors for 17 years he was engaged in research at the mudd building — new 5 million eight-story chemisty building named after seeley g mudd whose fund donated 1,250,000 health education center aided by area hospitals three lehigh valley hospitals recently made donations to the new lehigh valley area health education center lvahec which will increase op portunities for university graduates to go to medical school the allentown hospital the sacred heart hospital and the easton hospital gave donations totalling 4,500 vice-provost eric v ottervik acting coordinator of lvahec said the support of three groups of staff physicians of area hospitals is most gratifying and indicates a strong and important professional interest in the lehigh valley area health education center as well as funds from local sources the lvahec will seek financial support from regional state and federal agencies the greater delaware valley regional medical program provided two grants for the planning stages of the new center some other lehigh valley area in stitutions that helped to found lvahec are cedar crest college muhlenberg college moravian college northampton county area community college one of the major purposes of the center which will begin operation later this year is the improvement of health care services library security system to be implemented by fall the forum at its dec 12 meeting passed a motion calling for installation of security equipment in both linderman and mart libraries by no later than fall 73 j ralph lindgren associate professor of philosophy and a member of the pp&r committee reported that 100,000 books are missing from the linderman library and that one out of every 10 books that leaves the mart library is stolen lindgren explained that pp&r looked into two ways to cope with the problem the first he said would be to put a guard at a turnstile and have him check books as students leave the second he continued would be to install an electronic warning lindgren recommended the electronic system because the guard would seem offensive to students he explained that the system would require putting metal fibers in 25-50 per cent of the books probably those most likely to be stolen such as new additions to the library lindgren reported that the system would cost 60,000 to put into operation but would pay itself off in savings on stolen books in about a year the motion was passed unanimously richard conway 74 of the student affairs committee argued for a motion stating that residence policy not admit more students than residence halls can accommodate dean of residence clarence cambell assured the forum that his office is fully aware of
