legal action committee said at tuesday's forum meeting that the forum's request for a grand jury in vestigation into the suicide of former lehigh student randy bujcs was legally sound and properly submitted in other business the forum passed a motion which supports the lowering of the drinking age in pennsylvania and the forum received a report from the forum evaluation committee which expressed a lack of confidence in the brown and white as a dependable means of communicating forum news the honorable kenneth h koch president judge of lehigh county court has denied the investigation request on the grounds that the petition was not properly filed flesher noted that several lawyers had found the filing of the petition legally sound he said that the wording would be revised in an attempt to meet koch's requirements flesher however predicted that the request would again be denied regardless of the wording the forum unanimously agreed to urge pennsylvania legislators to lower the drinking age to 18 the resolution was submitted by the underage drinking subcommittee of the community relations committee the forum resolution on underage drinking states whereas the law of pennsylvania has recently been changed to recognize 18 years as the legal age of majority in many respects therefore in furtherance of such recognition the forum publicly supports the extension to 18 year olds the right to purchase and consume alcoholic beverages charles nippert vice-chairman of the community relations committee said after the meeting that the resolution would be forwarded to the pennsylvania association of universities and colleges which is now pushing in the state senate for the lowering of the drinking age a bill on this matter is now before the senate nippert said that members of his committee will privately contact legislators and emphasize lehigh's en dorsement of a lower drinking age nip pert warned however that the university must not put itself in the position of a lobbyist the forum evaluation committee in a written report expressed a lack of con fidence in the brown and white as a dependable means of communicating forum news it recommended the publication dimension to the university as a whole was given as justification for a law school at lehigh by dean brian brockway brockway dean of the law school at the university of detroit before heading lehigh's college of business and economics answered questions about the proposed law school at a meeting of the forum priorities planning and resources committee wednesday he said that in his opinion a law school will add some income to the university the advantages will come mostly in strengthening the university as a whole he admitted that any reports of the future job market for lawyers and the number of law school applicants is purely speculative when asked if the prospective law school could achieve a reputation fast enough to withstand a depression in the number of applicants brockway said if princeton started a law school would there be any doubts as to its quality the reputation of a university he said spills over into new ventures which it starts we'd be second in reputation in pennsylvania only to penn he said law school reputations are based mostly on criteria such as the student-faculty ratio and the number of books in the law library which brockway said would be im pressive if the law school were carried out as suggested in the mcfadden report commissioned by the educational policy committee it provides for a total of 400 500 students 25-30 faculty members and effective may 25 he will be the ninth board president in lehigh's history the announcement of mohler's election was made by monroe j rathbone board president for the past 16 years rathbone has announced his plans to retire as president as of the may 25 meeting but he will remain as a corporate trustee rathbone said of the decision lehigh university is indeed fortunate to have a man like harold mohler to undertake the presidency of the trustees at a very im portant time in the history of the in stitution the current progress of the university must be maintained and ac celerated and with the cooperation of the board alumni faculty and students harold mohler is an excellent selection to accomplish this mohler a resident of hershey and a native of ephrata pa was graduated from lehigh with a degree in industrial engineering in 1948 he is also national chairman of lehigh's current 67 million new century fund launched last april harold s mohler committee to re-submit appeal for bujcs inquiry we were following procedures recommended to us by legal counsel stated prof george dinsmore chairman of the forum in reply to the rejection of the legal action committee's petition requesting judge kenneth koch to charge the lehigh county grand jury to in vestigate the prison suicide of randy bujcs dinsmore commented that the com mittee's legal counsel advised them to assume the role of aggrieved citizens seeking redress rev hubert flesher university chaplain stated that th committee had done their legal homework and the petition as submitted would normally be adequate to charge the grand jury rev flesher further stated that members of the legal committee are suspicious of the actions of the lehigh county judges rev flesher noted that the petition was submitted on the local level so that later appeals can be made on the state level if necessary the committee plans to obtain a copy of the report prepared by the state bureau of corrections which cited of vigilance on the part of the prison ad ministration and re-submit their request to koch with all the legal niceties he requires stated rev flesher they will also explore additional legal avenues including the 1967 civil rights act which protects individuals against certain types of government action when asked about the statement made by i^ehigh county commissioner george stahl that bujcs was one of the biggest dope pushers at lehigh university flesher stated that whether or not bujcs was a drug pusher was irrelevant he charged that the commissioners were nojt dealing with the issue put before the grand jury that bujcs rights were violated in prison members of the committee had met with the commissioners to request them to conduct an investigation of the ad ministration of the lehigh county prison the committee has received no word on this investigation rh-ii completion is not foreseen by next year dean of residence clarence b camp bell admitted for the first time wednesday that rh 1 1 palmer site housing complex will definitely not be completed next year speaking at a residence subcommittee meeting campbell also disclosed rental figures for the new saucon valley apart ment complex and discussed further freshman-upperclass integration rh-11 will not be available for the 1973 1974 academic year at all campbell said he pointed out that contract business has not even been completed yet the lack of rh-11 will force about 60 undergraduates to live in smags saucon married and graduate students apart ment complex campbell however noted that 59 students have already expressed see rh 11
