lehigh university brown and white 866-0331 vol 84 no 42 friday march 30 1973 lee kuan yew to lecture on great powers and asia lee kuan yew prime minister of the republic of singapore will spend four days at the university as the ' 1973 blaustein lecturer in international rda tions he will present three major public addresses on the great powers and asia the opening talk scheduled for 8:30 p.m tonight in grace hall is titled southeast asia view of new world power balance in the making " it will be taped by wlvt tv channel 39 and aired 10 p.m apr 17 in his sunday and monday addresses lee will speak on ethnic cultural and social factors in the economic and idealogical development of new coun tries both talks will be at 8 p.m in grace hall tickets are not required for any of the addresses yesterday the university hosted a press conference with lee at the wlvt tv studios which will be telecast by channel 39 at 10 p.m apr 3 both the address and the press conference will be broadcast later on regional and national public tdevision many dignitaries are accompanying the prime minister including his wife singapore's ambassador to the united states his excellency prof ernest s monteiro and mrs monteiro a.sankaran personal secretary to the prime minister james fu chiao sian his press officer and tan kah wan his aide before the prime minister's opening address mr and mrs lee will be guests of honor at a reception and formal dinner hosted by w deming lewis university president and mrs lewis in keeping with one of the goals of the lecture series which is to promote in teraction between the guest speaker and university students and faculty lee will be a guest at numerous breakfasts lun cheons dinners and receptions hosted by various campus organizations lee kuan yew no final vote on parking reached at third march forum session by beth troy the forum failed to take a final vote on the parking committee's proposal to establish a system of registration fees and parking fines at the third session of the march forum meeting held monday in other business the forum passed a motion reducing the requirement for a quorum at constitutional convocations also vice-provost eric ottervik an nounced that contrary to an earlier statement a library security system will be implemented by fall 1973 the seven-part parking resolution which was presented by the committee on motor vehide registration after more than a year of study would have provided for parking registration fees of 3 a year for students 5 for staff and 10 for faculty and administration the resolution stated that faculty and students would be equally responsible for the payment of fines it also stated that money collected from fees and fines estimated to about 20,000 a year would be placed in a special fund to be used for the improvement of parking facilities on campus j ralph lindgren associate professor of philosophy motioned to delete the portion of the resolution calling for registration fees he said that it would be inappropriate to charge such fees saying that faculty parking privileges should be treated as a circumstance of em ployment similar to library privileges and office space lawrence leder professor of history supported lindgren's amendment and said that he found the system of fees totally inequitable because the faculty who must have cars would be charged more than students for whom cars are a luxury the amendment omitting the fees was approved by a large majority objections were also raised against the fines suggested in the resolution nick nod 74 delete registration fees from the parking proposal blaustein speaker lee kuan yew acclaimed as brilliant statesman although not well-known to most people at lehigh upcoming blaustein lecturer lee kuan yew is regarded as one of the most brilliant men in asia former british prime minister and last year's blaustein lecturer harold wilson has described him not only as a masterful politician but also as a powerful intellectual wilson who was instrumental in bringing the southeast asian prime minister to lehigh said lee gave im portant vivid and wdl done lectures at two successive meetings of the british commonwealth's prime ministers in a letter to carey b joynt chairman of international relations former british attorney general lord shawcross praised lee as a first-class statesman who has inspired remarkable achievements in his native land lee was educated in england and speaks english impeccably he is considered one of the foremost scholars on political development and has written professionally in the field he is the first blaustein speaker from a developing country lee has been a major political figure in southeast asia since he became prime minister of the strategically located island state of singapore in 1959 he is known as a dynamic and forward-looking statesman a tough and clever negotiator and a skilled politician his effectiveness and staying power have been remarkable considering the turbulent political climate of the orient and the military religious and economic problems his nation faces lee began his political career under british rule the british established a 32 member assembly to govern the territory in 1955 of whom 25 were elected members lee was one of three elected from the socialist people's action party pap which he founded at the age of 31 . of the 25 elected assemblymen only lee was still in office when singapore gained in dependence in 1959 during the tiny nation's first parliamentary elections that year the pap predominated and lee was appointed prime minister in the 1962 election lee urged unification with malaya sarawak and sabah to form the federation of malaysia he withstood opposition from the malayan prime minister and from the communists who branded his program neo colonialism lee who negotiated a unification treaty was sustained by an overwhelming margin in august 1965 however singapore became a separate republic and since 1967 it has been essentially a single party state in the area of foreign affairs lee has proclaimed a neutral policy he suc cessfully negotiated trade agreements with the soviet union china and their satellites he realized however that he justice spawns alienation in juveniles claims bayh our system of juvenile justice produces a significant amount of alienation said sen birch bayh d lndiana at a con ference on varieties of alienation sponsored by the graduate school of education mar 16 bayh said that when most young people first confront the juvenile justice system the end product is more often injustice than justice youngsters are often pushed far along the path of crime through the influence of the incarcerated adults with whom they are forced into contact he explained the senator stated that there is much crime in the country but that it could be significantly reduced by dealing con structivdy with the youthful offenders bayh said that his research into the problem of juvenile delinquency gives evidence that the system fails at the crucial point when the youngsters first get into trouble many youngsters end up in jail after the first offense among
