preserved if the burdens of the world and trade among countries can be shared among the three superpowers so that no small country is forced to choose sides with a more dominant country stated lee kuan yew prime minister of singapore lee spoke friday on the southeast asian view of the new world power balance in the making in the opening 1973 blaustein lecture lee said that the united states provides a formidable challenge to a peaceful coexistence between the superpowers and should opt out of southeast asia u.s influence would then shrink lee stated and china's and russia's would expand the fundamental difference between the three superpowers in ideological political and economic systems must be muted but will continue to exist said lee he added that no amount of cooperation will open the communist-closed economic society to the western world if peace and prosperity are to be achieved lee said countries must live in nuclear coexistence with both cooperation and competition in economics and politics the three great powers must live peacefully with each other despite the urge to be more influential said lee he stated that the balance of power has shifted as the relative influence of the large countries shifted he said that he has a fair picture of the kind of reactions small countries have had to the new balance of power between russia the united states and china lee added that there is much confusion in southeast asia about developments in the world balance of power and the speed and suddenness in shifts in policy we live in stirring times the world has witnessed dramatic changes in relationships among great powers lee said the fixed divisions of the cold war have become fluid and nebulous stated lee washington has moved from confrontation to negotiations with moscow and peking as ideological differences have become less relevant he said nixon's discussions with moscow and peking have changed the scenario in southeast asia said lee the power of triangular politics was demonstrated in hanoi they knew their position was weakening and as a result of the change in the balance of power north vietnam presented their nine-point peace plan and later had to allow the americans to with draw peacefully lee said america is more friendly to leninist china than to democratic india and china shows greater cordiality to america and japan than to leninist russia according to lee russia and china are equally alarmed about each other's growing nuclear capacity he said a beneficial result of the conflict in southeast asia has been the breaking of a spell on other southeast asian countries lee said adding that the wave of history is no longer on the side of the communists the communist victory has been shown not to be inevitable he said the streak of communist gains have been checked and he continued the rest of southeast asia's people won't be stampeded into com munist ways in 1963 the difference between the communist philosophies of moscow and circumstances surrounding the contract termination of andrew r weintraub assistant professor of economics i have never been told why i was being fired said andrew weintraub assistant professor of economics weintraub was responsible for the initiation and coor dination of the berman lecture series and was the project director of the symposium on economic growth he now teaches manpower economics eco 335 which he calls one of the most popular courses in the college of business and economics weintraub who started at lehigh as an assistant professor in the fall of 1966 came under the procedures rules and regulations section 1.3.07.01 which says that anyone who serves as an assistant professor at lehigh university for seven years shall be granted continuous tenure with the rank of associate professor except on notification by the end of the sixth year that the seventh year is ter minal the move to grant a faculty member tenure must be approved by that faculty member's department economics department chairman finn jensen solicited opinions in writing from the 10 tenured members of the department the vote of the department in september 1971 was 7-3 in favor of retaining wein traub weintrab also had the support of brian brockway dean of the college of business and economics provost albert c zettlemoyer who has the final word on promotions turned down andrew r weintraub administration cooperation lacking leder of budget committee claims there is a severe reluctance on the part of the administration to cooperate with this committee in getting behind the figures presented on the budget stated prof lawrence leder during the forum budget committee meeting last week leder chairman of the history department said he was discouraged by the committee's performance during the past year because the administration has been trying to steer clear of the issues facing the committee james a diefenderfer associate professor of chemistry and chairman of the committee obtained budget figures from the administration at the beginning of last summer during the year it was revealed to him that these figures were not accurate i smell sabotage leder stated in response to this some of the members of the committee charged the administration with con sistently refusing to supply detailed in formation important data isn't sup plied said janet scagnelli 75 com mittee secretary because treasurer elmer glick s financial data is interpreted at the provost's office it was suggested at the meeting that the provost attend budget committee meetings diefenderfer said we must set the stage for next year diefenderfer introduced a resolution — be it resolved that the administration be encouraged to develop a viable alternative to the ten-year model which is currently in use such an alternative must include a thorough review of the assumptions to be used in any planning model this review should encompass all sectors of the university community the resolution was passed on the following grounds 1 the test of the viability requires a net balance of income and expense over the 10-year period in the mid-1970'5 the lee says singapore wants completely peaceful role we've got to live with the fact that next to the mid-east southeast asia is one of the major trouble areas of the world singapore prime minister lee kuan yew said and insofar as is humanly possible try to make it less troublesome by being as friendly to everyone as possible lee the 1973 blaustein lecturer told a press conference at the wlvt-tv studios that because of its central position in the lands and islands of southeast asia singapore is an important economic and political crossroads unless we find a quadrilateral equation between the americans the russians the japanese and the chinese which allows all major powers equal access and fair competition . there could be a great deal of strife lee said . lee said that singapore has several natural harbors that can make any fleet effective but that at the moment they are used by a small british task force denying any other party free use of it what we would like lee said is to be completely peaceful let everybody come in . . and do their fighting outside of our territorial waters but this is not often the way the great powers do it he added lee who has been a major political figure in southeast asia since he became prime minister of singapore in 1959 described two possible extremes for singapore's political future vis-a-vis the major powers in the first all hands off all the great powers would guarantee singapore's peace and neutrality because they would consider it equally in their interest to have it neutral in the other extreme all the major powers would be there to counteract each other lee said it is very un comfortable to have a heavyweight leaning against you particularly if you're a lightweight such as myself lee added asked what he thought the u s role in southeast asia should be now that the vietnam war is essentially over lee said that a superpower must answer for it self ' the question of what role to assume in any part of the world in which there are strategic interests it's not for
