trustee president-elect harold mohler said to the forum's spring convocation thursday he said that forum recommendations are given consideration by the trustees even if they are not always followed the forum and the board are committed to solving the problems of a private education he said the convocation which was attended by a capacity crowd in the uc osbourne room also unanimously approved amendments to the forum constitution on quorum size and holding of convocations and heard reports from committee chairmen on the status of committee business mohler who is chairman of the new century fund said that the fund is well ahead of schedule having raised 30 million toward the goal of 67-million he said that in the trustees view the ten year plan is not a doomsday model mohler also said that the trustees were concerned about deficits and that at present the only way to cover them is to increase tuition creativity and imagin ation are needed to overcome the deficit problem he added mohler pointed out that the trustee have succeeded in balancing the budget in all but one of the last 30 years ln response to a question mohler stated that the trustees could not act as an ap peals board in the weintraub case because it might then become policy for the trustees to interfere in the matter of granting tenure he pointed out that tenure cannot be granted to everybody who requests it and that weintraub's peers have elected to ratify the administration's decision in the case he also said that the exact reasons for weintraub's dismissal could not be made public because this might cause embarrassment to the administration or to weintraub mohler also announced that the trustees voted unanimously wednesday to continue coeducation at the university during the forum business meeting held after mohler's address convocation chairman george dinsmore criticized the administration's practice of proxy and bloc voting two amendments to the forum con stitution were also passed during the meeting one reduced the requirement for a quorum at forum meetings from a majority of the forum comprised of 30 per cent of the faculty and 30 per cent of the student representatives and two administration representatives to 50 per cent of the total forum membership the other amendment states that forum convocations shall be held once a year b&w photo by batch harold s mohler board retains coeducation sets budget the university board of trustees unanimously voted to continue un dergraduate coeducation at their thurs day meeting the board's decision was based on the recommendation of a coeducation review committee headed by provost albert zettlemoyer and composed of faculty and students the committee noted in their recom mendation that the faculty students and administration are overwhelmingly in favor of coeducation the increased enrollments have not only had a salutary effect on the operating budget but have had the far-reaching academic effect of achieving the parity among the three colleges that has been the primary goal of lehigh's development the committee stated also passed by the trustees was the 20 million budget for next year there was much discussion on the notion of a budget and how to break even stated george kane professor of industrial engineering and faculty representative to the trustees kane said that tuition makes up two thirds of the university's operating budget and without increasing tuition and enrollment there was no other way to support the university there is not a simple solution to the problem and by increasing tuition there will come some point that costs will be so prohibitive as to announce the death of private in stitutions kane stated in other business kane said the trustees decided to change construction plans for rh 12 the palmer site to fit the budget rh 12 was originally planned to have a cut-stone exterior making it congruent with the health center and the uc kane reported however that the trustees had to settle for a brick exterior and several other changes because the original bids were too high wrestling or academics center of aid controversy there were some misconceptions about the narrowly defeated forum wrestling scholarship resolution gerald leeman assistant director of athletics said the resolution which was defeated 31-27 at last wednesday's forum meeting would have allowed the athletic depart ment to distribute alumni student grants asg on a non-need basis under the plan the wrestling coach could use financial aid as a bargaining tool in his recruitment of wrestlers they will not be full rides leeman said they will merely make lehigh more realistic and competitive we lose the really outstanding students because we're not competitive they go where they can get a good education with the least pain for their parents leeman said leeman added that no additional funds would have been required for the plan that present funds would have been distributed at the coach's discretion ninety per cent of our wrestling schedule is against schools that give free rides william leckonby director of athletics told at a meeting of the student affairs committee the week before it went to a vote we feel that we have to be more competitive with the schools we compete with in order to stay up in our national ranking in wrestling leckonby said carl zvanut 73 chairman of the student affairs committee said that although the committee favored the resolution he did not i didn't agree with it in principle he said i had no choice but to vote against it zvanut said that he does not believe in scholarships in general or in athletic scholarships he said that he would rather see low cost loans because the money is returned to the university i don't really care if the wrestling team falls apart he said the system of scholarships solely on need is a very good policy he said the resolution would have given the wrestler more money than he needs he added charles leohr 73 voted against the resolution i would rather have five kids who are good wrestlers than have the money to go to one star loehr said the idea is to get as many people into lehigh as possible he said leohr raised the possibility of escalation offering the wrestlers so william b leckonby u has a citizen's status on meters official says by kevin flanagan edward j downing chairman of the bethlehem parking authority said that lehigh is no more involved than any other citizen in the decision as to whether or not parking meters will be placed on the roads bordering lower campus according to downing the idea for the meters was proposed to the city in a consultants report four letters about these reports were acquired from the city clerk by rich greene a graduate student living on east market street in an apr 10 brown and white letter to the editor greene said that 200 new parking meters will be placed on south side streets including packer avenue vine street morton street and webster street and that the rates will be increased the meters are to raise revenue for a garage on the north side of town the parking authority sees no harm in placing meters in one place to put a garage in another place said greene greene said that the authority claims the meters are solely for raising revenue not for controlling available parking space he stated that they just want to make money for a garage to benefit the merchants downing said that the money would be used for all garages lots and the replacement of other meters he added that no decision has yet been made we're waiting for the consultant's report on the economics of puting the meters up two public hearings have been held and nobody from lehigh was at either one downing said the next city council meeting when the meter issue may come up is may 20 when asked how meters on lower campus will affect the university bob gryzwacz 72 former forum parking committee co-chairman said it depends on how much lehigh
