system migratory workers are ineligible to receive relief because they must live in an area for a prescribed period of time before registering they are forced to work for next to nothing to support their families secondly said glower there are man-of-the-house rules which prevent relief to any household where there is an employable male the man does not have to be a father or husband he may be a relative friend or even partner in illicit relations the purpose of these rules is to prevent men from receiving benefits circultously but it also forces the women to leave their children and go out and find a job thereby providing another form of cheap labor for the market even though rules like this would seem j le to keep a system under control according to clower welfare has been badly crippled in the late 60»s the number of people on the rolls has gone sky high between 1950-60 enrollment rose 17 per cent between 1960-68 it rose 98 per cent trying to explain . the hike clower received the results of many studies and proposals for instance there has been a great migration to the northern cities in the past few years by which many authori ties seek to explain the jump in welfare recipients clower holds that it cannot explain the rise completely because in the past ten years there has been a rise of 48 per cent in the number of recipients in the south another common explanation according to clower is the lowering of the income level required for welfare this can only be part of the cause he said since there has been an appreciable rise on the rolls in cities which have not raised their income requirements patrick moynihan presents an entirely different theory said clower after study ing the situation he believes that the rise in welfare recipients is due largely to the progressive deterioration of the black family slavery and unemployment have destroyed the black man's role as provider in the family moynihan believes that the black family is no longer manu facturing men able to take advantage of america's working opportunities clower believes this is false he states that the lehigh glee club performs at saturday's upperclass parents weekend concert
