brown and white brown and white mmmmmmwrnmsmmamm vol.ll no 24 bethlehem pa tuesday december 16 196j 866-0331 averell harriman is named as 1970 blaustein lecturer three lectures set for feb 78 79 averell harriman former ambassador to the paris peace talks will deliver three major addresses at the university during the 1970 blaustein lecture series in international re lations on feb 18 and 19 the lectures are open to the public without charge the five year old lecture series annually presents to the university an international statesman to discuss a topic in world affairs the lectureships are financed by the jacob blaustein foundation the four previous lecturers have been abba eban of israel paul spaak of belgium general maxwell taylor and sir denis brogan of england dr jacob blaustein is the benefactor has endowed the series through 1974 with an annual expenditure of 5,000 harriman former governor of new york and ambassador to the ussr will meet with students during his two day stay on march 18 1965 president johnson appointed him as am bassador at large in 1968 harriman was named as personal representative to the president in the paris peach talks he resigned january 20 1969 served in government for 35 years in 1962 during a dinner of several prominent statesmen the late senator robert kennedy remarked that he knew of no other time when so much talent was assembled except when william averell harfiman and his wife dine alone harrtman has served under five different administrations during the great depression world war n post-war era the cold war , and the vietnam war though harriman has dedicated over 35 years to government service he did not begin his political career until the age of 4 2 after graduating from yale university in 1913 he was named vice-president of the union pacific railroad and director of the illinois central railroad in 1915 harriman founded his own law firm w.a harriman and company in 1920 and still retains a position there as a limited partner harriman held his first government post as a member of the business advisory council for the department of commerce in 1933 in 1934 president roosevelt appointed hi mas adminis trator in the national recovery administration in march 1941 he served in great britain as the special w averell harriman dean campbell outlines plans for selection by jerry megasko as of right now there will be no selectivity in the residence halls sytem at lehigh university this was stated by clarence campbell dean of residence at the rhc meeting on december 11 dean campbell officially accepted the motion to eliminate selectivity after conferring with the administration faculty and stu - dents on the conclusion that the higher pri ority of clal m belonged to the freshman and not to the upperclass residence hall men campbell relalzes that the occupants of upperclass halls also have rights but there is a potential number of 796 future occup ants — the freshman class because of this the motion of eliminate selectivity is a philosophical theory and must b c trans - lated into some practical action and imple mentation campbell outlined the plan as follows the main objectives are first to give the freshman an equal right to claim the a vailable openings and second to give them a chance to go tc houses or sections they are interested ln while allowing the houses and sections to fill vacancies with students they also are interested m in the new system each residence sec tion will submit a list of names of students they are interested m each freshman will submit a priority card with two choices on it a lottery will be used to select names beginning with the first card drawn the student's first choice will be matched against that section's list if it matches he is definitely m that section if not the se cond choice will be matched m the same manner if this does not match either the card is placed aside but the students 1 s guaranteed a room somewhere ln the resi dence halls sytem preference cards will be distributed and collected this week but time will be provided before the lottery to alter choices campbell added that a dry run was made with 60 to 80 ficticious students par ticipating the happiness quotient fig ured to be 90 that is the percentage of student choices coinciding with house choices b&w photo by cam an a jcul report puts coed costs at 7.3 million capital expenses for lehigh to adopt the 800 model for coeducation will total 7.3 million according to a report presented to the joint commission on university life jcul saturday by dr charles set die vice-president for administration this figure includes 4.8 million for added facilities and 2.5 million borrowed which will be ammortized by residence payments included ln the 4.8 million is a new residence complex and dining fac ilities a 5000,000 lecture hall and 1,000 000 for additional recreation and sports facilities all of this is supplementary to existing building programs specifically the new dorms already under construction on upper taylor field according to seldle the figures are based on 1969 dollars the subcommittee on residence re ported that it wi 11 be adding two more me tu bers to the committee m order to make it more balanced and representative according touniversity president w deming lewis tbe committee felt that the fraternities and freshmen were not ade quately represented and therefore will add a member from each group state college boards of trustees to include students as advisors governor raymond shafer has named the student body pre sidents at pennsylvania's 13 state-owned colleges and indiana university to serve as advisory members of the board of trustees on each campus the appointments were made at ceremonies m the gover nor's recptlon room on dec . 10 two weeks earlier the gover nor named the first group of youth advisors to posts on boards and committees that help set policy ln the department of public welfare we are giving the students a voice on the policy-making body that governs their schools shafer said terming the ap pointments among the most important acts i have performed shafer said the advisory rnembershtp entitles the student body president to participate m all the deliberations of the board of trustees at each school because the boards are established by law the student representative will not be authorized to re gister an official vote on final decisions unless the law is changed by the general assembly naming student body presidents to this new position is most appropriate because they are democratically chosen by the students themselves shafer said we must make way for a new democratic blend m govern ing of our society and there is no better place to begin than on our college campuses shafer also said he was personally convinced that tha ap pointments were badly needed to help establish a new era of student-administration relationship on campuses with this new voice we will demand from you a much greater responsibility m seeing to it that you help provide so lutions to the problems you complain about no longer will we accept criticism without your involvement shafer added see jcul page 4 see harriman page 5 moratorium students planning to inarch to the city center ln tonight's moratorium should meet at the flagpole at 7 30 those interested ln being mars halls should wear white armbands
