lehigh university brown and white bethlehem pa tuesday february 24 1970 vol 81 no 34 866-0331 aawmammaamm u spends slightly more money on residence hall students by robin reinhold william l quay assistant dean of student life presented a report on the topic of " fraternity house construction and financing at lehigh university before the joint commission on university life jcul on feb 14 the report highlights the fact that the university has not been spending more money per student for fraternity house construc tion as contrasted with residence hall construction the report also points out that the centennial houses cost slightly more per student than the per student average ln the fraternity houses over the 1953-1968 period in addition four fraternity houses built during the period after the centennial houses actually cost less per student to construct than the centennial complex did other considerations include the fact that the cost of dining facilities are incorporated into the financial costs of the fraterni ties while they are excluded from those of the centennial complex another area considered was the exodus phenomenon the report notes that there were 64 vacancies for the 1074 spaces in 31 fraternities last semester the phenomenon is not endemic to the fraternity system as a whole but rather manifests itself in three chapters pi lambda phi phi delta theta and tau delta phi if this continues action will be taken by the inter fraternity council ifc after taking into consideration this february's pledging it is apparent that one chapter pi lambda phi will experience acute financial difficulties next year if it â– falls to initiate a strong post rushing program to attract new students to affiliate with the house the status of fraternity houses at the university is also outlined in the paper there are several different classifications which govern the control and ownership of individual fraternity buildings and result in different degrees of freedom and responsibility the key to this entire matter is the fraternity alumni organization the organization meets its obligations by assuming the assigned responsibilities and by sustained consultation and communica tion with the undergraduate chapter regular meetings between the fraternity undergraduates the alumni and the university should be encouraged shapp and casey to speak here tomorrow pennsylvania democratic gubernatorial candidates milton j shapp and robert p casey will make 15 minute introductory statements wednesday in packard lab auditorium at 8 p.m a political forum and the reception following in the faculty lounge will be open to the public after the candidates introductory remarks a panel of two faculty members and two students will direct questions at the statesmen the panel members are leonard ruchelman associate professor of government john l washburn assistant pro fessor of government donald f parsons 70 and jeffrey a parks 70 the moder ator is dr charles a mccoy chairman of the government department the candidates will answer questions from the audience tlie panel dis the joint appearance the are being sponsored by the student political science club leviathan is being coordinated by casey is currently the state auditor and member superior and supreme of pennsylvania he as state senator from as a delegate to the 1967-68 pennsylvania constitutional as a member ot the policy the democratic national com in casey graduated from holy cross col lege and the george washington univer law school he has received an honor doctor laws degree from university shapp won the democratic gubernatorial primary in was defeated by ray shafer ln he is chairman pennsylvania democratic com mlttee reviewing programs for improving ln the state hs also teaches a joseph's college ln titled the art of decision making b&w photo by camana the band performed before a sell-out crowd sunday in grace hall during the concert the players displayed their musical ability by playing different instruments throughout die concert the crowd applauded each indi vidual's spotlighted solo and later gave the musicians a standing ovation see concert review on page seven seidle to retire parr will succeed dr charles a seidle vice president for administration has requested an early retirement effective aug 31 1970 he will be succeeded by preston parr current dean of student life dr william l quay assistant dean of student life is promoted to dean of student life effective july 1 1970 university president dr w deming lewis made the following statement when he announced the changes tuesday since students are becoming increasingly involved ln university matters dean parr's vice presidency at lehigh will be new in structure in his new capacity dean parr will devote full time to student relations and services including admission counseling registration health placement and financial aid also reporting to him will be the dean of student life dean of â– residence dean of students the chaplain and foreign student advisor seidle joined the administrative staff in i938 as assistant director of admis sions a post he held until 1941 he was an army major during world war 11 establishing schools for children of american military personnel in japan he returned to the university to become associate dean of students and later director of admission in 1969 he received the r.r and e.c hi 11 man award tlie highest award the university can bestow on a member of the faculty or staff he is a member of the bethlehem chamber of commerce and former chairman of the american red cross in bethlehem the 1964 university yearbook was dedicated to him by the graduating class parr graduated from the university with a b.s degree in chemical engineering in 1943 and an m.s degree ln chemistry in 1944 he completed two years of additional work at the massachusetts institute of technology parr participated in the sixth opera tional crossroads africa in the summer of 1964 he led a team of students who built a school near the coast of ghana the following year he wa.s a co-winner of the university's alfred noble robinson award given each year to a member or members of the university staff not over 35 years of age and below the rank of associate professor who have been voted as giving outstanding performance in the service of the university quay is a member of
