lehigh university brown and white vol 81 mo 34 b*6-0331 bethlehem pa tuesday march 3 1970 lark of funds delays grad housing plans by pat hendrick a lack of funds has forced the uni versity to delay its plans to construct 148 graduate housing units m bethlehem's monocacy creek urban renewal area the bethlehem redevelopment author ity , from whom the university purchased the land stated m a feb 17 press release that lehigh is currently con ducting financial revisions of its plans the possibility of obtaining a federal interest rate subsidy which will allow the program to progress is currently being investigated university representatives cited rising construction costs a current scarcity of federal funds and the problem of borrow ing money at reasonable rates as drawbacks to beginning development the agreement originally made with the redevelopment authority stipulated that construction should begin within two years of the june 1968 purchase date if the university is unable to comply with the contract the authority is empowered to place the land on the open market if it so desires to date no one has expressed interest ln the site should the land be resold the university would be reimbursed for its original investment only if the price the authority receives is equal to or greater than that amount if the plot is sold for less than the original price the university would take the loss one difficulty which has appeared recently is that of a soil stabilization problem m tlie area of the proposed con struction this wpuld entail additional expenditures before construction work starts the soil at the monocacy site could present foundation difficulties m the pro posed housing , the present plans call for the cost of this project to be financed through the rentals paid by the occupants this would call for rates that th students are able to pay and hence keep the possible expendi tures for the work to minimal levels the university is still as interested ip building on the monocacy creek tract as it was before the current impass developed b&w photo by camana the tract of land on which the proposed university graduate housing project is to be built lack of money is a major factor delaying the construction of the 4.6 million project new group to aid distressed citizens with help of student volunteer services a new volunteer service the fellow ship m serving humanity fish was formed recently by a committee of 20 civic leaders and will specialize m dis tressed citizens short-term individual needs walter glnn 70 a member of fish's steering committee stated it's an important movement for youth m the community to get involved in ginn plans to solicit university volunteers for the organization for tlie spring and to establish a group of recruiting representatives for next semester he added that the program can help break down the barriers m the community and between the university and the community volunteers who will be trained to know the resources of the community will deal on a person-to-person basis three types of volunteers will be needed telephone volunteers all-purpose volunteers and specific services volunteers working m their own homes the telephone volunteers will return calls from people who need help another of their duties will be to coordinate the services of other volunteers all-purpose volunteers people with cars will provide transportation and other services special services volunteers will provide specific services when the need arises telephone and all-purpose volunteers will be scheduled for a specific day of the month special services volunteers those who cannot volunteer for a certain day will be called upon when needed fish special services will include taking persons to clinics transportation child care housework reading emergency transportation shopping ser vices ana companionship at least two or three volunteers per day will be needed for the 24-hour per day seven day per week program if sufficient numbers of volunteers are found the project covering the entire area of the bethlehem area school district shou id become active by april there will be no charge for the services of fish the answering service will provide the principal cost of the operation volunteers representing a cross section of the community will provide a wide range of aid for immediate personal problems community services will be catagorlzed so that volunteers can refer distressed parties to the appropriate agencies fish is an organization distinct from lifeline and problems of an emotional or psychological nature that can be handled over the telephone will be referred to life line begun last may lifeline is the emergency counselling service of the greater bethlehem area council of churches anti draft week plans wearing completion preparations for the march anti-draft week are neaiing completion according to mike klmmel 72 head of the university chapter of the student mobilisation com mittee smc the activities are to extend from monday march 16 to friday march 20 kimmel said that any action will be centered around distribution of information concerning the draft he also said all activities would be non violent on the 16th the participants will circulate a petition stating that the signers will not serve if drafted into the armed forces this will be collected on the 20th and will be presented with petitions from across the nation before the u.s senate by senator george mcgovern d-s.d , on march 29 the activities tn the mornings and afternoons of the week will be concerned with distributing information dealing with the draft and its inequities on monday evening there will be a workshop to consider alternatives to the present system on the university scene a demand will be presented calling for the employment of a full-time draft counselor since the draft influences nearly every student on campus a rally will be held ln grace hall on wednesday if the smc can obtain permission to use the building on thursday the participants will go to local draft boards across the country to show how many people oppose the draft the week is being coordinated by the national mobilization committee and the vietnam moratorium committee b&w photo by camana the community chest building houses the lifeline program which re ceives telephone calls concerning emotional and psychological problems m the home the fellowship m serving humanity fish is a similar service spec ializing m helping citizens m the bethlehem area though both operate m an advisory capacity fish
