brown and white 866-0331 bethlehem pa tuesday october 20 1,970 v01.82-no 10 forum asks that students be allowed to make up work the university forum passed a motion thursday that very strongly urges the faculty to allow students to make up without penalty all work missed because of deeply held personal beliefs the motion was proposed by prof norman melchert chairman of the aca demic affairs committee as a substitute for a motion by michael golden 71 at the last forum meeting at that time golden had proposed a one or two week suspension of classes before election day to allow students to work in the elections it was also suggested at that meeting that the wording of golden's motion be changed from suspend classes to relocate classes melchert noted that the academic af fairs committee realized upon discussing the problem that it would not be feasible this late in the vear to move one or two weeks of classes he also added that the committee could not find any widespread feoiir.gs on the part of either students or faculty to do this for this reason the committee searched for another plan that would better serve the university com munity melchert explained why the general wording of his motion does not mention political campaigning at all the legal opinions we had access to strongly sug gested that there was more danger of violating the internal revenue service code and thus endanger the university's tax exempt status as an educational insti tution if we were to make special pro visions for some students than if the calendar were to be rearranged for this reason we searched for an alternative that did not mention the present campaign specifically or even campaigning in general in other forum business thursday a motion by don miles 71 affirming lehigh university's clear responsibility as an integral part of south bethlehem to participate actively in the planning and redevelopment of the south side urban community was referred to committee until the next meeting on nov 16 miles motion precipitated a heated discussion on the floor as to whether the forum should bind itself to any policy without it first being discussed in com mittee it was argued by those against the proposal to refer to committee that miles statement was in fact a philo sophical statement and did not bind the university to any specific actions prof joseph dowling spoke against the referral proposal and added i think this forum should go on record as saying that it is in favor of recognizing that bethlehem exists the forum also accepted a report by prof thomas jackson chairman of the priorities planning and resources com mittee on the fund raising potential of the university in the next 10 years it recommended that the development of fice investigate the possibility of success of a fund raising drive based on this report jackson said the purpose of the recom mendatlon is to give the development office the green light to go ahead and see what can l>e done he added that while the preliminary work is being done the people on his committee will continue to work and come up with what they hope is the university community's thinking of what our needs are vice president of development paul franz noted that the study on the possibility of raising 80 million over the next 10 years it was noted by dr ferdinand beer chairman of the forum that the steering committee has decided that the next two regular forum meetings will be on monday nov 16 at 7;30 p.m and monday dec 14 at 4:10 p.m these will e the only two remaining regular meetings this semester however a petition of forum members requested that an emergency meeting i railed within 10 days the actual date of the meeting has vet to be announced arcadia to undergo major changes by mike halperin arcadia the student government agenc on campus is undergoing major changes last april members of arcadiadecided to suspend its functions until a chanpe in government at the university appeared this change came with the advent of the forum during the interim period arcadia held one meeting in mav the purpose of the meeting was to revise arcadia and decide whether there should be a student government organization a group of six--charles unseld don miles bob frazler ken rilander john fields and james kasser was organized to make recommendations to arcadia and the forum on what should be done these recommendations will be made next week according to kasser president of arcadia and vice-chairman of the forum kasser would like to see arcadia legally disbanded by student referendum he ex pressed dissatisfaction with arcadia's " high school student council-like opera tion saving everything arcadia suggested was funnelled through various faculty groups and usually just pigeon-holed to effect this referendum however is easier said than done first 50 percent of the students must go to the polls and vote either in favor of or opposed to arcadia's disbanding of the voters two thirds must have voted in favor of the referendum either way kasser feels that arcadia will evolve into a student activities council sac or as some other arcadia members call it a student services organization ssoi by mid december when arcadia is scheduled to hold its elections according to dr ferdinand beer hair man of the forum the forum has taken over many powers which previously belonged to other organizations including arcadia arcadia admits that it is power less especially with the advent of the forum beer therefore suggests that arcadia should disband or redefine its authority in reference to the forum's constitution the possibility of a sac or sso would not infringe on the forum's authority which is primarily policy-making herein lies the premise of the john klucsik several people have recently expressed opinions regarding the relationship of the university to bethlehem along with suggestions to broaden university-community interaction there has been praise and criticism mavor h gordon pavrow has said the university has been and should continue to be a part of bethlehem we consider lehigh students as citizensof bethlehem while they are here . . we'd like them to feel that this is their home awav from home said payrow he praised the interest of students in city affairs especially in recent years dr ralph w kraft chairman of the university community relations committee said most of the people on the south side are under the impression that the university is a vital force in the community however everyone does not sliare these views mrs nuno a south side resident and director of family services at the south terrace area neighborhood center sees the university in a different light she said that to her the university has always been a structure something that was just there it has never been a part of bethlehem mrs nuno went on to say whatever they wanted they took meaning land for expansion on the south side she said the university has acted much like bethlehem steel in this regard and was disturb ed by the attitude and actions of both in the past the university has initiated programs which have helped to increase its involvement with the community this summer a series of courses aimed at the spanish-speaking community was conducted lectures and a variety of campus activities are open to the public throughout the vear recently the university has made arrangements to admit local groups to home football games free of charge a series of spanish films is nowbeingconducted in the past tavlor gvmnasium has operated under an open door policy en abling the public to use the facilities the university's volunteer services have provided tutors for children on the south side at a recent interfraternity council meeting fraternity houses and individual students were encouraged to get to know members of the south side community and invite them to the university since then the university has had a number of guests not all of them gracious students have been injured and property damaged by youths from outside the university speculation runs high as to what brought on these incidents and who parti cipated in them miss barbara solt the university's coordinator of volunteer services and community relations said the university is a symbol of the establishment and therefore a target of troubled youths who have not received help from the establishment the community she said the community is not doing the job of aiding troubled youth w deming lewis president of the university said frustra tion caused by the
