curtis w clump professor of chemical engineering was elected chairman of forum ii 1971-1972 at the forum convocation for new members tuesday night m the osbourne room of the univer sity center other officprs elected at that time were john m fields 72 - vice-chalrman and charles steele 72 - secretary-treasurer forum representatives to the board of trustees are faculty - dr george a dinsmore and dr charles f vihon students - paul l maloney 72 and richard k greene a graduate student dr clump a graduate of bucknell and carnegie mellon who joined the lehigh faculty m 1 9 r f accepted the chair following the elections from dr ferdinand p beer retiring chairman of forum i beer presented clump with his symbol of authority an oak gavel however beer did not wish to part with his copy of robert's rules of order assuming the chair clump said the only way forum ii can move forward is through the confidence i l>elieve the campus has m the new forum members there should be an element of mutual trust on the part of all components of the campus students faculty and administration clump who was formerly secretary treasurer of the forum also complimented the members of forum i on their activities and accomplishments during the 1970-1971 academic year at the tuesday convocation directly before the elections were held reports summing up the year's activities were made by chair man beer the chairmen of various standing committees and by dr vihon original forum representative to the board of trustees after welcoming the new members of the forum to be installed beer recounted the progress which lias been realized at the univer sity during the past year strange as it may seem a year ago lehigh students were on strike though everybody may have forgotten the reasons the general feeling should be remembered beer said and now just one year later let us look at our achievements the most popular highlight was the removal of saturday classes the new regulations regarding course withdrawal initiated m the forum were passed by the faculty the forum has formulated policy regarding future student housing campus lighting has been 1 mproved the forum has not brought utopia to the campus beer said what is important is not what has been done but we have been able to establish a dialogue between students faculty and adminis tration reporting for the academic affairs committee was dr norman p melchert included m the accomplishments of that committee are the improvements to the freshman exam schedule and the innovative apprentice teaching program dr john l washburn asked next year's members of the student affairs committee to keepan eye on residence and campus security however , he hoped the new agenda would be set by the new members boiling haxall 72 vice-chairman of priorities and planning and resources mentioned the 10-year development plan which was established including the setting of priorities b&w photo by camana the outgoing leadership of the forum presides at the spring convocation chairman ferdinand beer left vice chairman james kasser center and secretary-treasurer curtis clump right have guided the forum through its con troversial first year clump will chair forum ll s first meeting on monday dtt curtis w clump new social regs in an emergency meeting of all fraternity presidents last night dean of student life william l quay announced that the campus police will enforce their arrest power with respect to evicting unwanted visitors m living groups financial crisis forces belt tightening of budget by glen clark why did 69-70 university budget show a 275,000 deficit last year some of the reasons are obvious for example expenses are rising at a steady rate while income is growing at a declining rate and this condition commonly known as inflation is the basic reason for the university's financial difficulties there are several reasons for the difficulties two-thirds of the nations colleges and universities are experienc ing private corporate and foundation gift giving has declined slumping stock market prices m the past have cut investment income and alumni giving has tapered off fewer research funds are available from the government accord ing to university treasurer elmer glick many academic institutions have over extended themselves by erecting buildings on borrowed money and then finding that they do not have enough money for maintenance like most businesses and private citizens universities and colleges have not escaped the effects of inflation the most hard hit are private institutions which depend heavily on gifts and tuition to cover operational expenses said newsweek indeed the university experienced its first deficit m the 69-70 school year since depression days however glick said that the deficit was reduced by 200,000 by the annual giving fund because the deficit had been forecasted for two years 100,000 was held out of the unrestricted portion of the fund the two previous years the fund is supported by gifts from alumni friends of the university and parents runaway costs according to glick the deficit m a 15 million budget was the result of runaway costs and shrinking income the operating expenses of the university increased because of rising utility and maintenance costs he said on the other hand tuition and gifts failed to defray fraternities to host greek week this weekend m addition to being spring weekend or most living groups will also be greek weekend for the fraternities many events are scheduled starting friday afternoon and the house with the most trophy points will receive a greek week trophy the events begin on friday afternoon at 4:30 with a toga race the race will be around the upper hill starting from between sigma chi and phi delta theta four men from each fraternity will don togas and during the race there will be a relay exchange made at kappa sigma at 4:45 p.m the traditional bed rac will take place starting from the delta upsilon parking lot winding its way up the hill and making a full stop at delta tau delta and after going downhill finishing between sigma chi and phi delta theta one bed will be entered from each fraternity and the ifc has issued specific requirements for their construction at 7:30 p.m a beer chugging contest will take place at sigma chi again one man will represent each fraternity later that night at sigma chi there will be a greeker hot dog eating contest saturdav morning the scene switches to saucon valley fields where a kite flying contest will be held for prizes instead of trophy points it will take place at 9:30 a.m and anyone can participate at the same time m saucon valley there will be a tricycle race for trophy points m the valley each fraternity will furnish a team consisting of two members and their dates concluding the events will be an outdoor band party on sunday afternoon at 1 p.m m the beta theta pi parking lot which will be open to all university students at that event there will also be a pie-eating contest one man will represent each fraternity and it will count for trophy points commenting on the weekend bob tootell social chairman of the ifc said that the event has changed this year due to the removal of the beard growing contest and the greek week queen two new additions will be made however they are the kite flying contest and the tricycle races when asked about the
