ldent of arcadia and the chair man of fcc are needed for a greement of the contract kapell said that the editorial made the procedures out to be something new while m fact the procedures had been used the last two years and had now merely been put formally into writing man recaptured m n j b & w photo by hoffheins paychecks placed mi mall boxes m the departments of biol ogy and electrical engineering were stolen tuesday morning . allentown police are holding a suspect m the case payroll checks stolen by john seitz a man who claimed he was a university of penn sylvania blophysiclst was apprehended tuesday night m beach haven n j as a suspect m a rob bery of university payroll checks from the depart ments of biology and electrical engineering the man who said he was william w hildreth 29 a research associate in biophysics and part time instructor at perm was accused of stealing 17 payroll checks eight from the biology department and 9 from the electrical engineering department a phone call to the residence of william w hil dreth m upper darby was unanswered the checks had been placed m the faculty mall boxes sam connor director of public information said that all but three of the paychecks were for graduate assistants dr saul barber chairman of the biology de partment , said the checks were taken between 10:30 and 11 a.m while the office secretary was out of the room he added that the thief was appar ently m a hurry since he left many other checks behind the ones stolen were m mailboxes that contained no other mail indicating that the thief didn't take the time to make an extensive search the checks weren't discovered aa missing until barber's secretary sorted the u s mail which ar rived at 11 a.m the electrical engineering department reftued to comment on the robbery as did clark hahn as sistant to the accountant connor said the checks were worth 6,30«.84 he discounted the possibility that the thief had an inside connection at the university adding that no one named hildreth had ever been a student or lecturer here the suspect was first apprehended by police tuesday afternoon shortly after fleeing from bank guards at the first national bank of allentown at seventh and hamilton streets police said that earlier m the day a bank teller at the lehlgh valley trust co became suspicious when * man attempted to withdraw 130 from b u plans disciplinary freedom of action by brian young administration deans and the university committee on discipline announced after a policy meeting monday afternoon that when another college asks lehlgh university to accept jurisdiction for actions of » particular student or students the university may do so with complete freedom of action dwan of students charles brennan chairman of the cod aid thai this formalised a policy that the cod had unofficially followed lor many years it was also decided that although not officially racordsd the university would continue to accept jurisdiction m minor disciplinary cases occuring m bethlehem if the police department should reojoest it asked why the cod did not follow us traditional policy over the oct 8 incident involving two lehigh freshmen apprehended m a woman's dormitory brennan said that the committee met and decided that they would take no action on this particular caae he said that monday afternoon's meeting was called to decide how the cod would act in future off-campus incidents moravian college filed formal charges against the two lewiti freshmen after the cod had decided not to act one student was fined 29 and the other under 18 years old la currently appearing before juvenile authorities see man page 4
