brown and white vol 78 - no 10 tmmmmm ■■. *■•■„,,:<:■:,,,. bethlehem pa - friday october 21 1966 866-0331 changes being planned in disciplinary system by dan gladding plans for changes in the disciplinary system at lehigh will be unveiled at 4 p.m today before student leaders and the brown and white the changes proposed by a three-man faculty committee will soon be put into effect if student leaders approve the changes according to charles a seidle university vice president for administration members of the committee are james a diefenderfer associate professor of chemistry joseph a maurer head of the classical languages department and brian g brockway assistant professor of business law diefenderfer and maurer are members of the univer sity committee on discipline brockway serves on the ifc judi ciary committee seidle said that because of the procedural nature of the changes the proposal will not have to go before a general meeting of the faculty " this has been reviewed by the deans council and the university committee on discipline and we are ready to accept it as an oper ational change he said yesterday although the new procedures probably will be accepted today seidle said that their implementation will not prejudice any changes in the near future one alternative set of proposals is being considered by arcadia's discipline committee headed by harvey l york 67 according to york the committee will present arcadia's proposal to the admin istration in the near future it will probably be presented to dr seidle york said wednesday night although the arcadia committee's proposal is not yet complete it probably will call for the formation of a new student faculty committee on discipline to supplement the existing rhc and ifc disciplinary committees comparing the skeletal arcadia proposal and the faculty com mittee proposal diefenderfer said yesterday " i think the students will be pleased with a system similar to either of these it is ne cessary for anybody presenting a system to have student faculty and administrative support diefenderfer added what we propose is an experimental situa tion i am sure mistakes will be made and that modifications will be necessary but i know innocence will be protected we're not going to let anybody get ground under the wheels of the operation fred b roonky cl oih,i joseph 69 cabinet slates vote the class of 6y tuesday tabled voting on the controversial class constitution until nov 1 the motion to table was taken after considerable disagreement about the constitution and particularly the cabinet representation clause in it in the upcoming vote two-thirds of the cabinet will have to ratify the constitution in order for it to be presented to the class of 69 however if the two-thirds majority falls short the cabinet will have to revise the constitution send it back to the student activities committee for ratification and repeat the ratification procedure at the meeting which was attended by about 40 non-cabinet members ric wilson 69 informed the cabinet of the petition signed by 311 sophomores 32 more than necessary for rejecting the constitution the petition asks that changes be made in the constitution before it is adopted i » v the class - casey cogut sophomore class president explained that 128 people tilled out cabinet applications lust spring and at least one member from everv living group who submitted an applicant was accepted confronting cogut tom venable co said i don't see how the members oi the executive committee can know everyone who submits an application well enough to decide who will work and who won't cogut said that the executive committee chose members-at-large to give those living sections without representation a voice in the cabinet venable responded " a half a representative is not a representative many of the people who might have applied for a position on the cabinet did not know where they would be living this year and some did not surrounded by opposition casey cogut sophomore class president speaks out in favor of the class constitution last tuesday night he is flanked by tom venable 69 on the left and ric wilson 69 on the right both opposing the constitution political foes debate by tom roberts wide range of issues rep fred b rooney i pa and his republican opponent george j joseph delated a wide spectrum of subjects in packard l,ab auditorium monday night in his opening statement rooney said that the major issue in this campaign is in this 15th congress ional district who can best represent the people answering his own question he replied " i feel that my five years in the state senate and mv three years in congress has given me the edge joseph also thought his experience would be helpful in performing the job he is seeking i've been a lawyer for 21 years he said and i don't think there is any way to get an understanding of human problems better than as a lawyer both candidates attempted to clarify their posi tion with regard to their party during the rebuttal joseph said " i'm not sitting here tonight as a re publican or a democrat or anythlngelne i'm running as george joseph candl<late for congress joseph asked roonev whv he in recent weeks had been trying to disassociate himself from presi dent johnson id like to set the record straight once uncl for all mr joseph that i am not trving to disassociate myself with mr johnson -- i am not disassociating myself from that great grand old party several people in the audience oi approximately fioo caught the last remark and reacted with snickering the candidates also had comments on the viet namese situation joseph stated " we've got tn find communications unit is appointed by rhc by john j winders jr rhc has approved tlie formation of a standing com mittee for communications organization the com mi it pp will help establish relations with rer»l dence halls councils of other colleges awl universities and will represent lehigh at the annual convention of residence halis councils rhc also voted to provide maintenance for tv and hi-fi equipment in the residence halls unless obvious misuse or damage is detected no clear-cut method of determining what constitutes misuse was established the proposal was initiated by the representative from congdon house who asked to be reim bursed for television repairs the motion did not make clear whether rhc is also responsible for maintenance of equipment in freshmen lounges it was reported that assistant dean of student life william l quay has investigated the possi bility of enforcing fire-proof regulations for houseparty decorations in residence halls uhc discussed the possibility of iettliig up a i o mmi 1 1 ee to encourage local merchants to stock such decorations if the regulation goes into effect it was also announced that rhc lias prepared an information booklet for freshmen similar to the booklet printed last year it will attempt t oar quaint freshmen with life in upperclas residence halls bethlehem pianist here this sunday harry snyder the 22-year-old bethlehem pianist who recently placed second in the van cllburn international piano competition in fort worth tex will appear in concert at 3 p.m sunday in grace hall the program < o-spoasoredby the university committee on performing arts and the bethlehem arts festival will be see class page 5 see political page 7 see changes page 4 see snyder page 4
