brown and white vol 78-no 32 friday february 24 1967 866-0331 solons propose credit for student leaders by marty marasco arcadia adopted a resolution to give academic credit to student leaders at its meeting wednesday night the resolution stated that arcadia as the voice of the student body calls upon the faculty to recognize a need for encouraging and rewarding students who give most generously of their time and efforts toward furthering the interests of the university through leading student government the resolution continued in light of the above arcadia hopes that the faculty will take steps to establish a system of academic credit for the president of arcadia the president of the inter fraternity council and the president of the residence halls council the resolution presented by jim winchester 68 was given to the academic policy committee so that the mechanics of the proposal could be worked out the committee will then present the proposal to arcadia for a final vote a motion to clarify the setup of the freshman life committee was presented to arcadia for the fourth time after considerable debate the motion was again tabled the arcadians felt that they should not vote on the measure before they were given a chance to look at the proposal in writing a motion to set up a committee to solicit and evaluate applicants for faculty student committees was presented by winchester the committee would do what has previously been done by the entire body of arcadia in one evening winchester felt that this resulted in a rather haphazard selection of members for these committees after considerable debate the motion was tabled for further study in other business a motion was presented by jeff kapell 68 that arcadia approve the finance and calendar committee's decision to allocate 120 for the purpose of promoting a musical performance to be put on jointly by the department of english and members of the university band the motion was defeated by an 11-8 vote after several people including arcadia faculty advisor dr george conard and a member of arcadia xx jim oyler 67 critized arcadia for being very narrow in defeating the motion it was re introduced the motion was then passed with 11 affirmative votes al borin 69 introduced a motion to establish a subcommittee of arcadia's foreign opportunities committee the motion was tabled so that it could be decided whether the motion was a change in the bylaws or an addition to the bylaws social code attacked by ifc president levy by john seitz an open forum which was held wednesday to explain recent changes in the social codes found the codes under attack by inter fraternity council president ralph levy 67 francis j wuest chairman of the psychology department and a member of the social codes committee explained basic changes which have occurred in the social codes these have extended upper c lass men privileges to the freshmen and established an all-university committee of students to build a mechanism for the establish ment of student responsibility according to wuest fraternity regulations have not changed although more responsibility has been given to them in enforcing existing regulations levy suggested that the fraternity " officers he made responsible all the time he added that current regulations are unrealistic and that the students will not buy the social codes unless they are given total responsibility with respect to parties wuest said that they are now defined as groups of ten or more couples rather than three as they had previously t>een regulations now require only a notification rather than a petition he added levy suggested that " petitions should be needed only when a party is open to people outside the living group wuest noted that there was a disagreement over the position of chaperones he stated that no one on the committee is in favor of dropping chaperones entirely without some kind of substitu tion he suggested that a committee of students who would inspect living groups for social codes violations could be formed william quay assistant dean of student life said that present chaperones are useless and added that for all practical pur poses the students have been handling themselves responsibly without them levy countered wuest's student inspection system by say ing such a program is useless without a severe penalty system backing it he added that present inspection teams that operate during houseparty do absolutely nothing b&w photo by bertelsen laughing off another objection to the social code recom mendation at the wednesday night forum dean clarence camp bell took the side that search parties are needed to check liv ing groups having parties next to him are aldo borin center and marty cohen petition to rhc asks referendum on rebate by robert j weintraub controversy concerning the reimbursement of up to 7 to rhc members for their animals-simon and garfunkel concert tickets has prompted the successful circulation of a petition calling for a student referendum on the passed motion the referendum will call for repeal of the motion in question and will require a majority vote of all residence hall students jack bannon 68 originator of the petition said he would like to see the motion repealed and added the petition should serve notice to rhc members that there are memlwrs of the residence halls who are concerned with the activities of the council the petition has 440 signatures which is enough to bring the motion to referendum in the residence halls bannon said there probably are several members of rhc who did put forth a good amount of time toward the concert but he couldn't conceive of all members of council receiving credit for this work bannon along with arden ruttan 69 joe shaffer 69 and neal financial aid to stop cia director states in recent developments in the cia-nsa affair richard helms director of central intelligence agency has told the senate com mittee overseeing cia affairs that financial assistance by the agency to non-goverment or ganizations will be withdrawn according to the new york ti mes last week president john son was reported to have directed all secret programs of aid to student groups canceled the agency has been under at tack from many quarters for its involvement in student affairs said secretary of health educa tion and welfare john w gard ner it was '* a mistake for the cia ever to entangle itself in covert activities close to the field of education or scholarships or the universities on the other side of the issue is sen richard b russell chairman of the cia watchd-«g committee the senator said that he had known and appro d of the intelligence agency's activities in this field he added that he was not convinced that the cia has subverted american students in other developments a recent statement by the cia says that b*w rio to by butt lehigh diorama - look into the box at the pretty scene it's a university campus comple tely separated from the world some call it an ivory tower others a haven for draft dodgers and then others see it as a stagnant picture protected by this box see cia page 6 see rebate
