brown and white vol 78 - no 40 bethlehem pa - friday april 7,1967 mwmmmwmmmwmmmwmwmmmmwmmmmmm 8660331 u safety progress hit by robert j weintraub a letter from the freshman class cabinet to robert w numbers superintendent of buildings and grounds has brought to light the lack of progress on certain campus safety projects the letter said that a questionnaire has been circulated among the freshman class asking them to list any complaints or improvements that they felt should be made on campus concerning safety the class requested that action be taken to investigate and/or remedy the following areas in need of improvement 1 a need for a spotlight on the park house 2 a need for a railing on the steps in the fresh man quadrangle 3 a need to repair the beta theta pi steps be hind taylor hall 4 a need for a more efficient and rapid snow removal 5 a need to level the steps from the university center to the library 6 a need for steps on the west side of the health center to taylor hall russell h neumann 70 chairman of the cabi net's safety committee said that the cabinet desires action on the safety improvements " the frosh complained about the problem and cabinet felt it its obligation to take action on the matter he said last october plans to build a path from the uc to packard lab and to repair the path from the uc to the library were formulated at that time numbeis said that the main ob struction to these programs was lack of money prof thomas jackson chairman of the faculty safety committee said at that time that 50,000 had been allocated for campus safety improvement and he failed to understand the lack of progress on such plans commenting on the letter numbers said that he would refer it to the necessary people as far as his part in the safety program num bers said that his only assignment thus far was to paint reflectors on the guard rails in sayre park and this has been done jurisdiction over the safety program has not been designated to him as many seem to believe he said baw photo by pettigrew safe steps - the freshman class cabinet doesn't think so the official voice of the freshman class sent a latter to superintendent of buildings and grounds objecting to the lack of progress on campus safety program because they are on a steep slant these steps between the university center and the library often cause one to slip and slide investigation indicates 4 solons not illegal bv marty marasco an investigation this week of the arcadia constitution seems to show that the four new student organization representatives to arcadia are not seated illegally this was explained by arcadia president marty cohen 68 at the arcadia meeting on wednesday night last week it was brought out at a meeting of cohen university parlimentarian prof h barrett davis and jim winchester 68 rhc president that four arcadians were seated illegally the reasons given by davis were that the december referen dum on the expension of arcadia did not change one section of the constitution the illegality of the expansion came because the four new members were appointed after and not before the general election as called for in the constitution the members concerned are don kemp 69 ifc represen tative bob kaufman 68 rhc representative lynn alsworth class of 68 representative and rick slowes class of 69 representative according to cohen's interpre tation the amendment passed in the december referendum was worded generally enough to change all the number of arcadia representatives indicated in all sections of the constitution if this int erp retat lon is correct then the sections on vacancies would solve the prohlem of the four new student group representatives not being appointed before the general election the sections state that if a vacancy occurs among the mem bers of arcadia representing student groups then the group that has lost its representative shall elect a successor according to cohen the amend ment created four vacancies and therefore that student groups had the right to appoint them after the general election cohen added that the final interpretation would be left up to davis the petitions that arcadia has circulated asking that the student body permit arcadia to seat the four members dlspite the consti tutional flaw will not be needed if davis agrees with cohan's interpretation cohen also announced that he has appointed a constitutional revision committee to be chaired hy al borln 60 arcadia vies president cohen explained that the present problems with the constitution has brought to light many additional flaws in the constitution baw photo by mccaffrey if you were a worm or a grounded bird bean co.'s big claw would look pretty scary scary or not however it's all part of a necessary evil at least from the worm's point of view - the construction of the new mart library rhc will get rebate as referendum fails by george carvill the referendum to prevent residence halls council mem bers from receiving a rei ate on their rhc concert tickets has failed and council memliers will get their money this announcement was made tuesday night hy rhc president james a winchester at the first meeting of the new rhc the referendum fell 368 votes short of the 645 needed to secure its passage a brown and white survey revealed a margin of 30 votes for and 12 against the referendum at one centennial house winchester also announced that the amendment to the rhc consti tution setting up a second rhc representative to arcadia failed hut he asked that house presi dents who have as yet railed to turn in their amendment ratifi cation sheets do so immediately he said that amendment to add the positions of corresponding secretary had passed winchester faced his first test of strength when he attempted to prevent jack bannon 68 presi dent of m&m from presenting a motion to give support a hap pening sponsored by parnassus the lehigh art society winchester said that he would not accept the motion this week as bannon had failed to follow the agenda procedure he outlined at a meeting of the executive com mittee earlier this week according to this procedure all motions must be presented }). fori noon on the day before an rhc meeting to he included ln the agenda further if a motion is not on this agenda it would not be presented unless the president considers lt an emergency motion though winchester called for a straw vote on his agenda pro cedure it was not taken and he said that he would rule the mo tion an emergency motion to save time the motion was voted and pass ed and parnassus will receive 2 r.0 to help finance a " happen ing in grace hall may 6 in other action rhc voted 50 to support the jazz moderns col lege weekend and another 50 to finance a dinner and reception april 24 for dr paul henri spaak this year's blaustein lec turer george curme,'69 rhc social chairman reported that the rhc picnic on saturday of spring june graduates candidates for gradu \ atlon in june must file a \ written notice of candidacy \ tor the degree with ths ; registrar by april 15 stu i dents who fall to file will \ not receive their degrees \ until a later date % w/z/wmmim met see vote page 6
