xbrown and white lehigh university bethlehem pennsylvania vol 96 — no 20 tuesday november 13 1984 215 861-4181 students applaud new social policy optimism and determination describes most student responses toward the new social policy as several living group leaders called the social policy revision an opportunity to exhibit responsibility and autonomy the policy which includes five goals five standards and three rules went into effect nov 1 fol lowing approval from forum xv and president peter likins two charts on page 9 compare the old regulations to the new rules i think it's a really good idea said residence halls council rhc president mar jorie paine it offers a lot of opportunity to show that stu dents can act as mature responsible individuals i think that it was a big step for lehigh it'll work as long as people don't treat it like social regulations with a different name she continued hope fully there'll be a more respon sible and mature attitude toward alcohol on campus it doesn't mean that there won't be alcohol just a better awareness alpha sigma phi fraternity president andy bergdoll said the easing of restrictions seems to be a positive move but added i hope that the students bftw photo by rob weisstuck scenes like this are becoming scarce around the country at other colleges begin to crack down on social policy lehlgh has moved in the opposite direction liberalizing previously strict social regulations so far students seem hopeful about the new system bottoms up realize that they are being given a lot of leeway here and that they should act responsibly so the trustees aren't forced to crack down again it's good idea that they did it said delta gamma sorority president lynne draper but a lot of it hinges on whether or not the student body understands and can work to make it what the people who developed it meant it to be students praised the abolition of the closed party weekends and expressed enthusiasm and optimism that more open par ties will enhance lehigh's social atmosphere i think it will make a slightly noticeable change in the social atmosphere especially since there will be no more closed party weekends said linda rondinelli dravo a 3 president beta theta pi fraternity pres ident roy keller commented that the hill should be more exciting with more parties and said he hopes students act responsibly to allow the regula tions to stay in a relaxed state scott saber a spokesman for sigma alpha mu fraternity also said the new policy will bring life back to the hill the guaranteed increase in the number of open parties is a change in the right direction he added saber was unsure whether the new policies would work but said he was glad to see them come along . other skeptica 1 stu gibney named ad succeeds leckonby by scott cagan editor-in-chief richard gibney syracuse university associate director of athletics since 1976 will succeed william leckonby as lehigh university's director of intercollegiate athletics and recreation it was officially announced yesterday the appointment made by marsha duncan vice president for student af fairs will become effective january allentown morning call sportswriter mark will weber first reported last thursday that gibney was the leading candidate for the job duncan confirmed that four of the final seven candidates were from lehigh head football coach john whitehead assistant athletic director and track coach john covert assistant athletic director and ticket manager craig anderson and director of intramurals greg schulze the other three were gibney ithaca college director of athletics bob deming and al rufe university of massachusetts assistant director of athletics the appointment con cludes the semester-long search beginning with 85 applications sorted out by a nine-person committee composed of faculty alumni students and trustees according to economics professor j.r aronson a member of the search committee leckonby lehigh director of intercollegiate athletics since 1962 and head football coach from 1946-1961 will retire in december prior to joining the syracuse athletic staff gibney a native of saratoga springs n.y held positions at boston ifc given subpoena power following pi lam controversy by stuart m silberman the interfraternity council ifc has amended its constitution to give the ifc judiciary the abil ity to subpoena witnesses according to mike boyd greek life coordinator the decision to change the constitution was made after the pi lambda phi disciplinary case several weeks ago the fact that the ifc judi ciary did not have the power to subpoena wit nesses at the time was one of several factors which led to the handling of the case by the disci plinary committee boyd said in the pi lam case jurisdiction was trans ferred to the discipline committee after it was found that the ifc could not get witnesses to tes tify against the house without a subpoena another shortcoming which made it difficult for the case to be handled by the ifc judiciary was the lack of precedent he added even injured parties are pretty reluctant to testify they don't want to get involved boyd said the new system allows the ifc judiciary to request the subpoena of a witness through the dean of students office he explained the power extends only to the university community and only to students most faculty members are wil ling to testify so that not having the power to subpoena faculty is not a problem boyd explained in order to have a witness subpoenaed the com mittee needs to have grounds he commented if a witness does not appear for a hearing after being contacted by the dean of students office he is officially in violation of the university code of conduct and can be brought before the discipli nary committee for sanctions boyd said chairman of the ifc judiciary scott sendel said it was his idea to make the changes to the constitution he explained that when the pi lam case was referred to the ifc last semester prob lems arose because of a combination of prob lems with the organization of the ifc judiciary committee sendel said that due to finals the case was post poned to this semester when the case finally came up a lot of witnesses said that they wouldn't testify they didn't want to get involved sendel said based on these problems sendel said he drafted some changes one problem was that bias could not be prevented in the decisions made by the committee because both he judicial chair and the faculty adviser were involved in both the pre hearing proceedings and actual trial now the main reason to have him the faculty adviser is to see that the panel members ask the right ques tions and consider the right points when deciding whether guilty or innocent he said kay said he supported the decision to give the ifc subpoena power because in general even with the power the case officer has so little in the way of investigatory power kay described the
