as lehigh was inundated with a veritable flood of families during upperclass par ents weekend after a dismal afternoon of football this lucky crew headed up to drown their sorrows in a cup or two of brew forum to vote today on new social policy by scott cagan editor-in-chief forum xv will vote today at 4 p.m whether to adopt a proposed social policy which would abolish the current regulations and replace them with a policy governed by rules and standards the rules and standards drafted the past several weeks by a special task force com mittee were approved last week by the forum's social policy subcommittee and yesterday by the campus life committee i'm confident that they will be accepted said forum co-chairman jeff brotman there may be some semantic changes or point of emphasis changes but generally they conceptually and spiritually will be the same on friday oct 19th the board of trustees delegated the social policy authority to the administration president peter likins in turn endorsed the entire process at last week's forum meeting and is expected to delegate the authority to the forum brotman who met with likins early yesterday said the president is expected to of ficially institute the new social policy either thursday or friday which would probably negate the scheduled closed history of disciplinary system filled with change by pete trumbore editor's note this is the first of a six-part series on the university's disciplinary system focusing on the devel opment of the current system over the years lehigh's disciplinary system has increasingly come under fire this criticism became more than evident several weeks ago in the wake of what many considered to be unfair treatment by the discipline committe to pi lambda phi fraternity pi lam was found guilty of four alcohol-related viola tions of the university code of conduct and as a result was placed on social and disciplinary probation for the 1984-85 academic year they have also been banned from having alcohol on their premises or at any of their functions social relations chairman james mcintosh adviser to pi lam said he was justifiably disillusioned with the committee i'm feeling terrible naive at this point he commented at the time the impression that was given to me last year was that the committee operates on the basis that everyone is interested in getting at jus tice that the emphasis was not on punishment the dis cipline committee seems to be able to do whatever it wants committee coming full circle in fact it seems that the discipline commiette may be coming full circle in 1967 due to increasing critici sim over the apparent heavy-handedness of the dean of students office lehigh's disciplinary system was revised to add what former dean of students william quay called a major contribution to the development of due process now according to some the universi ty's disciplinary system may be heading in the direc tion of pre 1967 the 1967 revision was a major departure what 67 did is take discipline out of the hands of the dean of students as dean of students quay said up until that time the dean of students could discipline on his own without having to go to the committee he had the option of either putting a case before the committee or hearing the case himself because of that ability the dean was able to apply discipline with a virtually free hand this ability how ever was abolished with the 67 revision after that all cases of disciplinary violations had to go before the committee 1973 revision in 1973 the system was revised yet again and more of the elements of due process were integrated into the disciplinary system including cross-examination of witnesses and the protection against self incrimination these are major contributions toward the development and working out of due process ' ' quay • said at the time there was an element of opposition to the increasingly liberal attitude being adopted by the com mittee not eveybody believes in due process quay said they were fortunate however that at least the predominant attitude or position of most people in the administration and on the faculty was pro-due pro cess thus further reforms were made most aimed at the protection of the rights of the accused at the smags set to convert to residential college by alicia orr smags saucon married and graduate student housing will become a new residential college in the fall of next year , ' ' announced howard goldstein co-chairman of the sorority housing subcommit tee of forum xv the committee met last thursday to announce the decision and to discuss preliminary planning of the project according to goldstein the new college to house upperclassmen will be structured similarly to taylor college but with some distinct advantages the large sorority kitchens will allow the student resi dents the option of hiring a cook and dining as a living group possi bilities also exist for a house van an on-campus lounge computer access and renaming the facility assistant dean of residence life mark erickson said he's looking into the idea of renaming smags after a donor to the facility's necessary renovations although the project is still in the planning stages the question of timing must be decided soon in order for students to have the option available before february's residence lottery everyone will be encouraged to go through the lottery as a safety erickson said according to erickson the number of sororities able to move on campus also depends on the number of residence halls students interested in moving to
