new hotel party regulations seen ineffective by students by lori soderlind despite the new restrictions designed to control hotel parties most students feel there will be no dis cernable change in party attitudes at the university three regulations will take effect within the next week allowing hotel parties only if parties are closed and security people are on duty to watch for uninvited guests area coordina tors or larry philippi assistant to the dean of students for fraternity and sorority affairs must also approve the number of invited guests accord courses with several sections the presi dent briefly described the system as a process by which the student registers for an additional course which has only one section which meets early in the morning after the student receives his schedule he simply drops the extra course and he has successfully cleared his morning likins called the system unaccepta ble and added we can't run the univer sity that way likins explained that the university used to impose an add/drop fee but since they were cumbersome to collect and there was no uniformity in the waivers see likins page 7 by stuart silberman president peter likins addressed sev eral issues including excessive add drops long term university planning and social regulations at yesterday's forum xiv meeting likins talked about the issue concern ing the tremendous number of add/drop requests noting that last semester 2,800 out of 4,400 students either added or dropped a course after the semester had begun he explained that this leads to hopelessly unbalanced that the officers had probable cause ' ' he added that a bethle hem policeman had been present at the arrest while carnes was in northampton county prison his brother giles told authorities that he had committed the offense tyrone was acquit ted on july 14 1982 noel contended that the university's failure to check on the case more care fully was because carnes was black he was a black guy from the south side and that he was in the can for six months didn't seem to upset anybody '•' he said tresspassing aggravated assault and resisting arrest according to noel diluzio arrested carnes at his home on january 18 1982 the report states that carnes was hand cuffed in front of his family and taken into custody while persisting in saying they had the wrong man according to the original police des cription they were looking for a man about 5-foot-11 190 pounds and husky my client is 6 feet 7 inches tall 155 pounds skinny as a rail noel said noel said the officers supposedly had looked at a picture line-up to get the warrant the false imprisonment would never have occurred if the police had under taken their duties with reasonable dili gence and care the complaint the new sorority each girl will then have a 15-minute interview with alumnae and national members on oct 20 bids will be issued on oct 21 between noon and 2 p.m and the women will pledge that afternoon there will be a welcoming reception for the new pledges on friday with faculty staff fraternity and sorority advisers and interfraternity council ifc , and panhel officers philippi said the women of alpha omicron pi will live in university housing next fall phi lippi said but i don't know where philippi added that the new sorority will then rush freshman women during formal rush with the other sororities what they're looking for in the inter views are grades a 2.0 minimum grade point average is required by panhel leadership athletics and sociability he continued if there are groups of women thinking about joining together they should make that known during the interviews phi lippi said 3.8 million lawsuit filed against university by darren maloney a bethlehem man has filed a 3.8 mil lion lawsuit against the university and two of its campus police officers in u.s district court in philadelphia the suit charging false arrest false imprisonment and various civil rights violations was started by tyrone carnes carnes spent nearly six months in pri son in connection with the jan 2 1982 burglary at psi upsilon fraternity house before the northampton county court decided that his brother not he was guilty the suit says the 19-count 29-page complaint pre pared by carnes attorneys george hahalis and nicholas noel claims that he was accused by campus police offic ers douglas geisner and mark diluzio kappa alpha theta sorority decides not to colonize in fall even though he vehemently denied being the perpetrator of the alleged crime the 3.8 million figure is based on seeking a claim in excess of 50,000 for each of the 19 counts against each of the three defendants diluzio geisner and the university noel said the complaint maintains that the arrest caused carnes to suffer mental anguish emotional distress and humilia tion and violated his constitutional rights according to the complaint geisner and diluzio responded to an alarm at psi upsilon where they saw the intruder from a very close distance and under good lighting conditions a warrant was then issued against carnes charging burglary criminal by rhonda m stone kappa alpha theta sorority will not colonize on campus this fall because they didn't want to start one new group in competition with another new group ' ' according to larry philippi assistant to the dean of students for fraternity and sorority affairs the other new group is alpha omicron pi who will register upperclass women for rush on oct 11 12 17 18andl9inthe university center uc lobby kappa alpha theta decided not to col onize this semester because they felt that there would be the presumption that one new group was stronger than the other philippi said we're still hoping to colonize another sorority in the future but no definite plans have been made as of yet phi lippi said as many as 50 upperclass women will pledge on oct 21 after a series of steps that panhellenic council panhel pres cribes for colonizing a new sorority according to philippi on oct 19 there will be a meeting for upperclass women interested in joining likins addresses forum disscusses add/drop charge see regulations page 7 ing to the size of the party area some students said that the univer sity may have hit the wrong target with the new regulations it seemed that from talking to larry philippi the original reason for having a ban on hotel parties was to
