questions concerning the motives and the financial effects of the university's takeover of the maintenance functions at the 28 fraternities it owns continue to surface one of the main problems facing this new sys tem is the drastic rent increases incurred by the fraternities to meet the costs of maintenance done by the university according to john burke chairman of the fra ternity management association fma there are two classes of maintenance the first is deferred maintenance which is done by the uni versity itself and includes any long-term mainte nance project the money to pay for deferred maintenance comes from the fraternity's rent the other class is general or janitorial mainte nance the money for repairs done in this cate gory comes out of the fraternity's operating budget problems arise because the brothers do not know where the money for repairs is coming from burke said some repairs that the brothers assumed were covered by the rent increases may instead be covered by their operating budgets which supply money for food and other living essentials he explained rent increase explained burke also cited the fact that the university takeover caused drastic rent increases i'm sure that there might be three four or five houses where the rent increase was between 70-100 per cent but the average was over 100 percent burke said richard metz director of auxiliary services disagreed only one fraternity got a rent increase of 100 percent metz said the others were nowhere near the average increase was 4,200 metz added one of the reasons for increasing the rent at the fraternities was to keep the cost of living on a par with dormitory costs with regard to taxation fraternities are considered dormitories he said if an alumnus makes a contribution to a frater nity it is considered a tax-deductible gift to the university by the internal revenue service however if the gift makes the cost of living at a fraternity appreciably less expensive than at a dormitory the gift is considered to be a contribu tion to the fraternity itself and therefore not tax deductible by the university according to metz by nancy phillips ibm institutes grants for master's curricula international business machines corporation ibm announced on sept 13 that it has instituted a 50 million program of cash and equipment grants to help universities update and broaden their manufacturing engineering courses about five schools will be chosen by ibm to share more than 10 million in cash grants for the implementation of new manufacturing systems curricula at the master's degree level the schools will be chosen on the basis of detailed curriculum proposals to be submitted to ibm's university relations depart ment in armonk n.y no later than nov 1 1982 initial grants for proposal development will be made this fall to about 20 u.s universi ties accredited in engineering ibm will also provide engineering schools with up to 20 computer aided white friday september 17 1982 greek repairs questioned this fact was one of the contributing factors in deciding to raise the rents but the main reason was we needed the money to maintain the buildings damage payments questioned gary povirk president of beta theta pi com plained that metz found a wine bottle up on our roof we don't know when it got there but they said that past may 3 if anyone went on the roof they would be fined beta was fined 25 for the bottle on the roof and charged 500 for damage found on the roof they also had to pay for people to get the wine bottle down according to povirk our rent went up 5,000 which is hard enough it just doesn't seem fair " povirk said there are a lot of things we could do oursleves . . and cheaper he added burke mentioned the case of a broken window at his house alpha sigma phi the university termed the incident in which the window was broken as vandalism therefore the money had to come out of the house's operating budget and now after the university replaced the win dow it has to be redone it's so bad it's ridicu lous adding that we can't buy something for ourselves with our own money ' there is no way that we can sit down with 1 , 100 fraternity brothers and discuss what they want metz said the input has to come from the house president house manager and treasurer he also said there is a number for the fraternities to call if they need a repair which is their form of input but metz pointed out that if we perceive that there is a real need at a house we will go in there and fix it without asking financial considerations in reference to the university taking over the maintenance of the fraternities from the fma burke is glad to see it for financial reasons it seemed good in theory but it doesn't seem like the university is coming through on its prom ises burke said burke also questioned the manner in which he found out the fma was no longer in charge of maintenance dick jones director of the fma walked in one day and just told me there was no student input at all there was some alumni input from those who had lived in fraternities but they had been here before the fma had taken
