several university clubs have charged that the accounting procedures insti tuted by assistant dean of students roger watkins in the spring have proved inefficient and have caused delays in their financial transactions this semester the procedures installed due to obvious problems such as clubs exceeding their budgets according to watkins were issued to each university club officer in an august memorandum they include all clubs are required to deposit all of their money into university accounts all bills are to be paid after the completion of a university voucher all cash advances and reimbursements for non-travel expenditures are limited to 50 all receipts for outside income sour ces must be deposited at the student's activities desk and clubs desiring uni versity funding must submit a written budget proposal to the dean of student's office but the procedures are a slow and overall inefficient system according to ray chaffee 82 treasurerof the mar keting club he cited one example in which the marketing club owed 4.50 to bethlehem sporting goods and the uni versity took three weeks to pay it i'm surprised there haven't been more complaints chaffee said wlvr's business manager carol johnson 83 concurred saying it's a big hassle to get everything okayed with watkins net watkins counters that these prob lems lie with the controller's office and not with the procedures themselves he said that anything that must be pro cessed in my office is out within two days and is mailed to the controller that's where the problem is wat kins said but roger eiehenlaub senior accoun tant in the controller's office denied this saying there are no real problems he explained that it takes his office the same time to process as it did before watkins mailed out the checks and other financial statements but it takes three days to mail everything eiehenlaub was quick to point out that there are no major problems it's an excellent procedure - and it should be there he said according to john maloney 82 resi dence halls council treasurer the proce dures are advantageous because there are more checks and balances through the university he said it is good that the university can monitor club funds more closely than before however further delay problems were cited by chaffee you don't know whether vouchers have been paid or not and it takes two to three weeks for a per son to get his bill paid carol vasquez secretary for the dean of students office doesn't know if it's been paid either ' ' so it is di fficult for a club to know how much money it has he said although the brown and white is not affected by the regulations it faces the possibility of being adopted under the procedures because of the embezzle ment of money from the b&w in the fall of 1980 according to robert sullivan jour nalism professor and head of that division cliff white 82 current business man ager of the ba w said that being put under the regulations would entail more plan ning ahead on my part and hamperthe vendors the newspaper does business with since they'll have to wait to get paid i don't favor the regulations at all white added as it takes away a lot of learning exxperience he said the rules may save some problems but those problems are insignificant the ski club was forced to close its outside bank account making it more difficult to do business said mike ber tuch 82 the club's president it's tough to do business with people because the ski club has to get things out quickly adding that checks must now be written ten days in advance support for the regulations was offered by john woltjen university vice president and treasurer saying watkins made a managerial decision to ensure fiscal responsibility he supported watkin's decision because i'm a strong advocate of fiscal integrity special olympics coming to valley volunteers sought by susan webkr approximately 2,500 volunteers will be needed next year for the pennsylvania special olympic games to be held in the lehigh valley for the first time the games will be held at the university june 2-5 1982 at a press conference held wednes day a spokesman said the games organ izers hope to recruit both students and community volunteers to assist with the more than 1,300 mentally retarded ath letes who will participate the kennedy foundation is the national sponsor and bethlehem steel is also a supporter of the program dick vermeil head coach of the philadelphia eagles is the honorary head coach of the pennsylvania program the special olympians will compete for gold silver and bronze medals in bas ketball diving frisbee disc soccer swimming wheelchair track and field and new this year equestrian events all athletes will receive an award for their participation the competitive events will be high lighted by opening ceremonies including bands fireworks and a parade of ath see special page 4 heavy metal ibfiw photo by andy lehren though later admitting they didn't give their best black sabbath provided heavy metal fans something to point at nov tl at stabler arena as lead vocalist ronnie dio crooned material from their new lp the mob rules stood out in his college career of the professorship mcfadden said without a doubt this is the greatest honor that has ever happened to me to have one's name perpetuated at lehigh is a reward that does not come often to the hardworking professors who deserve such an honor as much as i after 34 years on the university's faculty mcfadden will retire in the spring to cape cod where he will edit books journalism professor and former head of the journalism division mcfadden's specialities include teaching fiction and see mifadden page 6 press and robert rodale chairman of rodale press were both journalism stu dents of mcfadden as undergraduates at the university at least a dozen employees of rodale press are also uni versity graduates most of them journal ism majors rodale said the endowment is a way for me and all of rodale press to show our gratitude for all that he has done for us rodale said when i was at lehigh working on the brown and white and with professor mcfadden and the journalism depart ment was the most valuable experience i had he added that it was the close rela tionship — a family-type thing — that 100,000 donated by rodale press for professorship by barbara robertson rodale press has contributed 100,000 for the establishment of the joseph b mcfadden distinguished professorship as part of the university's new century fund development program this endowment qualifies the univer sity for additional matching funds of 33,000 from the national endowment for the humanities income on the endowment will be awarded each year to supplement a jour nalism professors salary according to paul franz vice president for development robert teufel president of rodale vol 93 -
