reagan's ruling may keep wlvr educational with embezzling more than 5,000 according to the discipline committee report but during the course of the hear ing a figure of 4,200 was agreed upon by the student involved and the discipline committee quay refused to name the fraternity or the student in the case but it was learned from other sources that the money was taken from sigma alpha mv fraternity sammy over a period of time during the fall 1980 semester house officers for sammy confirmed the theft and said the money had been paid back but added that how the money was taken is not fully known yet the amount of money actually taken may have been more than the 4,200 paid back according to one house officer who asked not to be identified the brothers of sammy decided at a house meeting to allow the student charged with embezzling their funds to remain in the house according to a house spokesman zlement which surfaced this semester more than 5,000 was discovered missing from the accounts of the brown and white in that case a student reportedly gained access to the paper's checkbook and forged at least one signature required for use of the account an audit of the paper's books was ordered at the end of january by dean of students william quay who said he had no comment on whether there was any connection between the brown and white and fraternity cases cohen added that there is no apparent connection between the two quay said the fraternity student and fraternity officers came to him about the fraternity embezzlement incident shortly after the brown and white situa tion was publicized - apparently because the student wanted to clear up the matter quay said the students involved in both embezzlement cases were given the same three options 1 agree to pay in the second case of embezzlement discovered at the university this semes ter a university fraternity student pleaded guilty march 5 before the uni versity discipline committee to charges of embezzlement and theft of more than 4,000 from his fraternity the student was found guilty after nearly three hours of testimony by seven witnesses accord ing to robert cohen associate dean of students and chairman of the discipline committee the student who has paid back the money was suspended from the univer sity for one year by the discipline com mittee but the suspension was waived reportedly because the fraternity chose not to bring charges in the case and because the student has made full resti tution the student had faced possible expulsion from the university but according to the discipline committee's decision he has been allowed to remain in school last month in the first case of embez by ed white this story mandated a review of these regulations and allowed for a postpone ment of any deadlines they imposed wlvr missed that original date because of poor guidance and because we were not guaranteed the funds we needed this was the original cause of wlvr's problems trimble said because we could not increase our power by the deadline we were forced to look for a position in the commercial band he continued in november of last year the univer sity's administration gave wlvr 13,200 to move from the educational band to the commercial band we were moving to the commercial band only to keep our fcc license and we hoped to eventually increase our wattage and return to the educational band trimble said when and if that happened wlvr would receive the rest of the funds gua ranteed by the administration totaling 32,000 " he added the situation facing wlvr changed as of the first week in february when the wlvr the university radio station may be able to increase its power and remain an educational station because of president reagan's recent ruling on fcc regulations according to walter trimble profes sor of journalism and faculty adviser to wlvr reagan issued an executive stay on all pending government regulations including the fcc ruling that all educa tional stations were required to increase their power to 100 watts by jan 1 1980 by marykllen connor university was notified that the original filing deadline was moved up to apr 1 1981 this all happened so suddenly trimble said we had to react to the news as quickly and effectively as possi ble because we only had two months to plan he continued we began the engineering studies immediately to determine if it is feasible to increase our power at the station's existing position trimble said the see wlvr page 6 vote on new sga may be postponed for next semester by andy lkhren the concerned students coalition is postponing its proposal of a new student government to the student body the coalition originally planned to complete its proposal and have the stu dent body vote on it before forum xii elections on march 25 if the proposal had passed this would have avoided any possible conflicts of authority created by a new student government association separate from student representation to the forum but according to chip delaney 81 coordinator of the coalition it looks like we won't be able to get it through this semester it's got to be done properly and not rushed the coalition still hopes to present its proposal to the student body for a vote before the end of the semester delaney said but he added he does not know if that will be possible the reasons for the delay delaney said are there were just more prob lems the longer we worked on it there were more questions and we just couldn't have it done in the next two weeks see sga page 11 the grind ib&w photo linderland is filling up again a sure sign that spring break is over and it is time to think of books rather than beaches humor has it that flourcseent lights have been installed at all tables to prolong those golden glows 215 861-4184 bethlehem pa friday march 20 1981 fraternity student pleads guilty to embezzlement vol 92 -
