dr drinker host to civil engineers monthly meeting of the society held at the residence of the president w f banks 08 speaks gives description of methods used in modern city planning the civil engineering society was the guest of i>r and mrs drinker at their home last thurs day evening j a fisher 17 the first speaker on the program read an interesting paper on the say ville wireless station at sayville long island he gave a brief his tory of wireless telegraphy ex plaining in detail the location con struction and raising of the towers several interesting photographs of these towers were shown president ryon then introduced the speaker of the evening mr w f banks 08 mr banks is in the employ of the weston dodson coal co which for several years has been conducting experiments on the proper housing of their em ployees he gave an interesting description of the methods used in planning and locating these houses explaining the reasons for employ ing these methods his talk in brief follows modern city planning is a i r broad subject it not only means the proper laying out of streets but also the studying of the traffic and the various race conditions under the ordinary conditions of town growth the streets are layed out on the checker-board plan the business section is scattered and the residential section is gradually forced out good housing has become a slogan for many civic societies be cause most of the troubles and evils of the cities are found in the bad housing of the congested districts eight hundred dollars a year can not purchase a safe and sanitary house and men with low wages are forced to live in congested and un healthy districts manufacturers realize that they must have healthy employees and it is their idea to produce good houses for their men wmich can be rented at moderate rates to the low wage earners '' a general plan to promote good housing is to give a city planning commission power to control the land and building values and the transportation facilities this com mission should also control the growth of the business sections so that one part of the city will not congest another on the other side of the river we have purchased a small plot of land for experiment for cheap hous ing cheap land is necessary and this we were fortunate in getting then we established values on the lots taking into consideration street paving and grading side walks curbs and street lights after which the value of the houses w^ere calculated it was estimated that a man earning 100 a month could by spending one-third of this monthly purchase a good lot and six-room house with light heat and all modern conveniences in a period of twelve years the first problem was that of planning the streets it was de sirable to get away from the usual checker-board plan so the streets were offset instead of being carried straight through the advantages continued ox fifth i'adli becomes president of penna association dr drinker elected to head of college presidents for athletic reform with a desire to raise the stan dard of intercollegiate athletics the presidents of nine pennsylvania colleges last friday pledged them selves to abolish all athletic schol arships and to enforce the one-year residence rule the four-year rule and the graduate rule in all branches of athletics in their re spective institutions this action was taken at the twentieth annual meeting of the association of college presidents of pennsylvania twenty-one col leges were represented twelve re ported that the resolutions w-ere be ing held under consideration and fifteen which are members of the association were not represented these rules prohibit the forty two member colleges of the associa tion from giving financial aid of any kind to students for athletic ability they provide also that students transferring from one col lege to another must wait a year be fore playing on athletic teams that holders of college degrees cannot represent an institution in a game or can any student play more than four years these rules drawn up last de cember and approved by nine col leges and tacitly indorsed by the other members of the association m 111 1 adopted at the special meeting of the association held in houston hall twenty-one presidents at tended the sessions the nine colleges which went on record as favoring athletic reform were duquesne university frank lin and marshall moravian college muhlenberg pennsylvania college university of pittsburgh ursinus avaynesburg college and susque hanna university the one-year residence rule would prevent a stu of prof mckibben last evening the chamber of commerce of south bethlehem held its regular monthly meeting in the fritz laboratory as guests of prof f p mckibben about one hun dred and fifty of the members met at the chamber's rooms on third street and marched in a body to the laboratory prof mckibben then addressed the meeting his subject being the great bridges of the world " the talk w t as supplemented by photo graphs some of which were from the halls of packer hall while oth ers were from the speaker's per sonal collection at the conclusion of the address the members were shown the fol lowing tests breaking a wooden beam nine feet span breaking an inch and a half steel bar under ten sion jet of water under pressure from a standard orifice ; pelton water w t heel ; horizontal trump tur bine sprinkling nozzles and simi lar tests juniors orate annually since 82 event held with two exceptions on washington's birthday in chapel aid to public speaking alumni association awards cash prizes to three best orators the celebration of washington's birthday by holding the junior oratorical contest on that date be j gan in 1882 previous to that time the birthday of the nation's first chief was celebrated by the read ing of portions of his farewell ad dress and music by the glee club but in june of 1881 the alumni association adopted resolutions awarding fifty dollars in cash for yeates school lan ' caster pa the resolutions were adopted at a special meeting held in packer , hall wednesday evening june 22 1881 and read whereas the alumni associa tion wish to show their warm ' sympathy and friendly interest in the welfare of the undergraduates of the university and whereas we believe that among the many requisites for their success in after life one of the most important though most neglected is that of ready speech and the ability to express their i ideas clearly tersely and fluently resolved that our association i shall offer a yearly prize for ora tory to be contested for at such | time and with such conditions and restrictions as may be arranged by the president of the university and that our executive committee be authorized and directed to make all arrangements necessary to carry j the foregoing into effect these were presented by the committee on prizes for oratory there was some difference of opinion as to what form it should take and the particular efforts to be encouraged the resolution was adopted the rules regulating the condiutcing of these contests were then drawn up as provided for in the resolution and are as follows the contest shall be held on the 22d day of february or on the day designated by the university to commemorate the birthday of washington there shall be a first prize of 25 a second of 15 and a third of 10 to entitle one to be a competitor he must be a member of the junior class taking a regular course . subjects for the orations shall be announced at the beginning of the first term of every year and upon one of these each competitor shall co.vti nticii on fifth i'agk arts and business men will debate plan to eliminate men and thus select a i earn to represent ihe university in debate a combined meeting of the arts and science and business adminis tration clubs will be held on the evening of march 1 in drown hall the meeting will be featured by a debate on the question resolved that all industrial disputes should be settled by a board of arbitration with compulsory powers a team of three men represent ing the business students will up hold the affirmative side of the question opposed to them will be three men selected from the arts and science club each speaker will be allowed ten minutes to present his arguments and four minutes for rebuttal a short business meeting of each club will precede the program for the evening in view of an approaching de bate with lafayette college to be held this spring it has been de cided to hold a tryout on wednes day afternoon march 7 in the economics lecture room prelimi nary to the final selection of a team which shall represent the uni versity the subject to be debated is re solved that all industrial disputes should be settled by a board of a rbitration with compulsory powers each man wilj be allowed eight minutes to deliver his views on either side of the question sub ject matter and arrangement of material will take precedence over delivery although all three will be considered in the final selection of the debaters three men and an alternate will be chosen all men entering the competition will compete on an equal basis the merits of the speakers in the preliminary contest will alone de termine the personnel of the team any person desiring to compete lor a position shall notify either c e twombly 17 or w m hart man 17 lacrosse notice the annual spring lacrosse prac tice preceding the scheduled con tents in the intercollegiate league will officially start tomorrow when captain jenness will meet the members of last year's team and all other candidates in the trophy room taylor gymnasium at 2 p m at the same time manager portz desires to meet in prof reiter's office all candidates for the position of assistant manager of lacrosse this is the opportunity for all new 7 men to come out for the team ; they should get on the squad as soon as possible in order to become acquainted with the use of the stick and to enable coach grimes on his arrival some two weeks hence to start work with at least a moder ately proficient squad junior class picture the junior class picture will be taken next friday morning after the college meeting in front of the chapel and all 1918 men are urged to be present college meeting an important college meeting will be held next friday morning at 11 o'clock in packer hall every student is urged to turn out penn state matmen win brown and white wrestlers lose hotly contested meet to visiting grapplers score 21=8 visitors secure four decisions and one fall lehigh gets two bouts the lehigh wrestling team met defeat in the match with perm state last saturday afternoon the final score being 21-8 this is the first defeat of the season for the lehigh grapplers and the fourth straight victory for perm state the bouts were all hotly contested and as a whole the meet was the fastest ever witnessed in taylor gym lehigh s points were the result of decisions obtained by kirk and parrish perm state secured four decisions and one fall the latter be ing in the 185-pound class in which repa was thrown by a fluke the first bout between smolley of perm state and kirk of lehigh was very fast although kirk w<as on the aggressive most of the time and at one time appeared to have thrown his man smolley broke away and the last tw r o minutes re sulted in an even struggle . kirk won on decision ed the 135-pound class rep-a of lehigh had a decided advantage over mills of state for the first three minutes when he slipped and mills succeeded in pinning his shoulders to the mat this was the only fall of the meet neubert in the 145-pound bout put up a game fight against cap tain long of perm state who was awarded a decision in the 158-pound class parrish through his superior knowledge of the game earned a diecision after a hard battle in the 175-pound class higgins all-american football end al though showing little knowledge of the game secured the decision over henderson the absence of good w t ho early in the week took a trip to ohio was felt acting captain pons and czar necki the big football guard gave a good exhibition of wrestling pons rally came too late to pre vent his opponent from gaining a decision the results of the bouts were : 115-pound class kirk of le high smolley of state college w t oii by kirk on aggressiveness time 9 rain 125-poundi
