the exercises began with the chorus " gloria in excelsis by mozart after which prayer was offered by chaplain stewardson and the audience joined in the hymn god of our fathers dr drown then introduced the first speaker mr g w barager the subject of whose oration was the new american imperialism in dealing with the new ameri can imperialism it is by no means proper to confine ourselves to technical definitions nor to party interpretations of the policy of ex pansion on the contrary we must try to state accurately and con cisely just what is implied in 1 extending our dominion so as to include porto hico hawaii and the philippines the united states has at eight previous times extended its boun daries but with the exception of alaska it has been to contiguous territory occupied by a population similar to our own while in the present instance the territory is just the opposite of this and is situated in the tropics by review ing the experience of such coloniz ing powers as portugal france holland and england we find that colonies in the tropics have always been failures especially in regard to home government again the philippines while yielding large supplies of hemp coffee and tobacco will offer small market for manufactured goods it may seem dishonorable to lower our colors in those islands but was there dishonor in the withdrawal of our flag from mexico and canada it will be far more honorable to haul down the flag in cuba after we have done our duty by those people than it would be to force them into subjection at least let us hope we have not permanently lost sight of the great principle that " the only just government is by the consent of the governed the second orator was john g heinz his theme was " our in terests in the pacific in the vast basin stretching from the western shores of the ameri can continents to the china sea and indian ocean the five great powers of the world are struggling for trade supremacy if not for territorial advantages behind this great commercial struggle however is the silent unrelenting light for race supremacy between the anglo-saxon and the slav typified in great britain and kus sia is the united states to stand passively by and lend no aid to the great race to which she belongs the time is rapidly approaching when all of the great continent of asia will be opened to trade and are we to have no hand in this great project with the rapidly increasing productivity of the united states an export valve will soon be a necessity and where is there another such an opportunity as is offered in china the late war has forced issues upon us which cannot be evaded we have become one of the powers of the pacific the age of isola lation is past the problems of the twentieth century lie upon the shores of the pacific and the national conscience is already awake to our responsibilities let us assume them and array ourselves upon the side of advancement for anglo-saxon civilization mr boss the last speaker dis cussed international arbitration the settlement of differences be tween men is one of the important questions requiring universal con sideration and may be accom plished either by combat or arbi tration the former was the method used by the ancients and practiced now by the uncivilized races while the latter is as con cerns the differences of nations of a more recent application it has become a fully recognized portion ot every civilized nation's system of dispensing justice and in the last half century has been the method by which were adjusted several of those unfortunate hap penings which were wont to cause nations to wage upon each other a war of extermination primarily a method of amicable settlement between individuals it has become the power which sways the des tinies of nations ;
