continued on third page rule ii — meetings 1 the stated meetings of the university athletic committee shall be on the second saturday after the opening of each college term and the second saturday before the commencement in june special meetings may be held at any time on the call of the chair man or on the request of any three members of the committee 2 a quorum shall consist of not less than two faculty members two alumni members and two under graduates rule 111 — committees 1 there shall be five standing committees namely : 1 an execu tive committee 2 a committee on grounds 3 a committee on sports 4 a committee on subscriptions 5 a committee on qualifications all of which except the committees on subscriptions and qualifications shall be elected by the university athletic committee at ■its first stated meeting each year to serve for the ensuing year the chair man of the university athletic committee shall be ex-officio a member of all these committees except the committee on qualifica tions a quorum of each commit tee shall be a majority of its mem bers 2 the executive committee shall consist of five members in cluding the chairman of the uni versity athletic commixtee one faculty member two alumni and two students it shall have author ity to act on any and all questions arising between meetings of the university athletic committee shall keep minutes of its proceed ings and report to the athletic committee 3 the committee on grounds shall consist of three members in cluding the chairman of the uni versity athletic committee one faculty member one alumnus and one student this committee shall see to the maintenance of the ath letic grounds in proper condition and the repair of buildings fences etc 4 the committee on sports shall consist of seven members in cluding the chairman of the uni versity athletic committee the director of the gymnasium or the first assistant director or the acting director one alumnus and five students said committee subject to the university athletic commit tee shall have the charge and oversight of all sports carried on on the athletic grounds and in the gymnasium and the oversight of the university's interests and rep resentation in sports carried on at other places it shall at all games and at all times be charged with the policing and care of the grounds said committee shall have the sole power to lease the athletic grounds for proper pur poses to persons or athletic clubs not connected with lehigh uni versity rules of the lehigh university ath letic commitee rule i — officers 1 the officers of this committee shall be a chairman who shall be one of the undergraduate members a treasurer who shall be one of the alumni members and a secretary 2 the chairman shall preside at all meetings of the committee shall be ex-officio a member of all stand ing committees except the commit tee on qualifications and shall be charged with the general oversight of all matters under the control and jurisdiction of the committee he shall call and preside at all college meetings on the subject of athletics he shall appoint the tellers to con duct college elections for managers and assistant managers such tellers to be chosen from the student members of the university athletic committee he shall iiave the power to fill vacancies in sub-com mittees until such vacancy is filled by election in meeting of the com mittee he shall call special meet ings at the request of three mem bers or of his own volition he alone shall have power to grant free passes to the athletic grounds or gymnasium at the time of games or sports he shall keep a list of such passes in a proper book which shall be open to the inspection of the members of this committee 3 the treasurer shall have the custody of moneys of the associa tion and all collections both of subscriptions and of gate money shall be made under his direction and under such regulations subject to the university athletic com mittee as he shall deem advisable ; sys tem and has promised to put it in effect at the next examination in the chemistry department if the students should decide in its favon the following men will represent pennsylvania in the inter-collegiate debate with cornell on march 8 walter c douglass geo w riley and bertrand d parker with s m kendrick as alternate ■5 the five student members of the university athletic committee shall constitute a committee for the collection of subscriptions from the students for the promotion of ath letics at the university the right of voting by the students on ath letic matters shall as heretofore be dependent upon the payment of the semi-annual subscriptions the amount of which shall be fixed from time to time by the univer sity athletic committee 6 the committee on qualifica tions shall consist of the three faculty members and shall be charged with the duty of observing and reporting to the university athletic committee whether stu dents engaged in university ath letics maintain such standing in their classes as justify their engag ing in collegiate contests kule iv — managers and captains of teams 1 the managers shall provide coaching training table outfit and equipment and a schedule of games etc for their respective teams and in general attend to all the business appertaining to an athletic team provided however that no con tract for coaching or training and no schedule or arrangement of games shall be entered into nor changes thereof made nor any sin gle purchase of equipment of more than 10 shall be made without the consent of the athletic com mittee or the executive sub-com mittee first being obtained each manager shall submit to the exe cutive committee an estimate of the probable expenses of his team and a schedule of the games that will probably be played by him as shown by his correspondence with other colleges 2 captains of teams shall have power to choose the men for their respective teams from the list of those who are considered to be eligible under the rules hereinafter to be laid down eule v — order of business at meetings of the university athletic committee the order of business shall be as follows : 1 reading of the minutes 2 communications presented and read 3 reports of officers ( and com mittees 4 miscellaneous business rule vi — alteration and repeal 1 no alteration nor repeal of any of these rules shall be made except at a meeting of which three days written notice shall have been given by the secretary in which notice the proposed alteration or repeal shall have been set forth and unless such alteration or repeal shall be voted for affirmatively by at least six members one of whom shall be a faculty member and two of whom shall be alumni
