president w deming lewis when he re ceived the film dear jim i am delivering to you here with the film which was turned over to an enforcement officer of the liquor control board during a search of phi kappa theta fra ternity house i am also placing into your hands temporarily a let ter to me from dean r fisher acting chairman of the liquor control board these were both delivered to me this afternoon wednesday ed by mr branne gan of the allentown office of the liquor control board as stated in the letter the film has been returned developed and unretouched or obliterated you are receiving it in this condition you are free to quote from this letter or use the film in any way you see fit however as chief executive officer of lehigh uni versity i hereby advise the brown and white to use the film if at all only in a manner which will not reveal the identity of the agent i do this as part of my responsibility for cooperation with law enforce ment agents of the state of ation in fraternity rushing and membership policy ifc in conjunction with the student life committee con ducted a dec 15 seminar on the discrimination problem as a first move to combat the alleged prac tice following the ifc meeting of ficers of the freshman class issu ed a statement calling for a change in rushing policies of those houses practicing discrimination and urging all fraternities to select freshman without regard to race color or national creed for those fraternities which do pactice religious and racial prejudice we would suggest a serious re-appraisal of their rush ing program in our minds a fraternity has a much better chance for a good pledge class if it will consider all candidates equally the officers statement said the statement further read that it is our feeling and the feeling see 1.f.c page 7 cf many of our classmates that by discriminating a fraternity cannot be true to its ideal of brother hood discrimination cannot breed true fellowship therefore if a fraternity cannot be true to its primary ideal can it be virtuous in ether respects the ifc seminar attended by the rushing chairman or the presi dent of all the fraternities and the freshman statement addressed themselves to a problem that has by the admission of many existed for a number of yec.rs at lehigh a number of factors have pro duced progress in this area re cently following the issuance of a pennsylvania law making dis crimination in sny social honor ary or profession fraternity on account cf race color religious creed ancestry or national origin unlawful leh?gh required all fra ternities to abolish such practices the fraternities were asked to re move any clause from their char ters that might conflict with the new state law all but one have formally corn __„ fb&w photo time that the lcb had ap proached the university shortly after the seizure with an offer to return the film if a guarantee would be extended that the pic ture on it would mot be published this offer was rejected by an authorized representative of the university whom dr charles a seidle vice-president-administra tion said wednesday night was dean of student life preston parr this action was taken by the liquor board on its own because lcb officer returns film minus strings editor's note : the following is the text of the letter from acting lcb chairman dean r fisher to dr lewis which accompanied the re turn of the brown and white film dr w deming lewis president lehigh university bethlehem pennsylvania my dear dr lewis as acting chairman of the pennsylvania liquor control board i herewith deliver to you the film over which such a storm of controversy has been raised by students of lehigh university and staff members of the brown and white the student publication of lehigh university this action is being taken by the liquor board on its own because of our desire see l.c.8 page 3 by james f dulicai the roll of film seized from a staff member of the brown and white is back after almost two months of seeking to have the film returned the executive board of the b&w was given the developed roll of film wednesday night by president w deming lewis who had received it that afternoon from the head of the allentown office of the pennsylvania liquor control board fears earlier this week that the film would not be returned or would be returned only after a promise was made not to pub lish it proved groundless there is no deal said dr lewis he returned the film to the editorial board of the b&w without restrictions advising only that if the film were used it should
