dr arnold toynbee . . . historian-philosopher toynbee talks at 8 tonight on outlook of west structive training such as instruc tion in fraternity and university history character development etiquette and good scholastic prac tice once during each of three five week periods during the spring semester each fraternity must en gage a speaker from the university community to speak at a weekly pledge dinner angry angell dave angell who wrestled at 191 against pitt saturday dives grabs legs and hauls jim harrison to the mat for a takedown and two points angell's bout had to be won or pitt would have clinched the victory dave was running a fever when he took the floor against the much touted pitt wrestler the pitt match ended an eight-game winning streak as the lee men were handed a 16-14 loss to air toynbee talk wlr 690 kc will broadcast prof arnold toynbee s lecture at 8 p.m today a tape recording of the lecture will be broadcast sat urday night no other radio station will carry the lecture a new rushing proposal providing fall semester contacting early spring semester rushing and a higher minimum scholastic average was presented to the interfraternity council last night john mcgarry ifc president outlined the new proposal which will prevent the problem of combined contacting and rushing in one semes ter this is too much of a load for one semester especially with middle of the semester hour quizzes the new proposal was tabled until the next ifc meeting in two weeks to allow individual houses time for discussion of the changes ii the proposal is approved by ifc it will be forwarded to the student life committee under the new proposal con tacting will begin october 30 and last for six weeks rushing will begin the first day of the spring semester and continue for nine days followed immediately by pledging a student will be required to have a 1.5 average to pledge a fraternity rather than the pres ent 1.1 no student may reside in a fraternity until he has attained this average the proposal allows pledges to attend their fraternity houses for dinner and a meeting one night to be specified by ifc the fraterni ties will be reimbursed for pledges meals on those nights these meetings will last until 9:00 p.m and will consist of con joynt on arms race shift seen to qualitative front dr arnold toynbee celebrated historian-philosopher will speak at 8 p.m tonight in packard lab auditorium on the outlook of the west in the sixties his lecture is under the joint sponsorship of the cooperative lecture series ifc and the le high valley foreign policy assn historian toynbee third speaker in this year's cls series will be introduced by dr carey joynt head of the department of inter national relations the speaker who discussed world issues on a national tv-cast last sunday recently analyzed educational patterns for the satur day review although dr toynbee is noted for his a study of history which appeared in 10 volumes between 1934 and 1954 and which has been published in abridged form many scholars consider his greatest con tribution a survey of interna tional affairs from 1920 to 1938 a graduate of balliol college oxford where he was a scholar dr toynbee has been awarded honorary degrees by oxford bir i ins ham cambridge columbia . nd princeton he has served at balliol as a see toynbee page 4 prof carey b joynt . ; . analyzes arms race there are only three or four competent schol arly studies of the arms race he said these indi cate the slender base on which we stand when we discuss the arms race dr joynt defined an arms race as the reciprocal interaction of two states or coalitions at the level of weapons systems the arms race he said involves passions and lives and arouses violent feelings revulsion and horror joynt said that he proposed to put the arms race into perspective and summarize major trends of thought in the field he cited the philosophies of two different schools of thought which would when broken down ask man to choose between complete chaos and a form of world government war is barbarous cruel and economically waste ful he said war is a social institution that has a specific function joynt described war as resulting from con flicts incapable of negotiation between powers that are unwilling to make changes in the situations precipitating their disagreements an arms race said joynt is a uniquely serious situation armament policies have one drawback they only have to fail once to be failed citing the cost of the current arms race he said see joynt page 4 the arms race has shifted to a qualitative front due to increasing technology dr carey b joynt declared friday night and he added this technology must be explored further before man does have to choose between annihilation or a universal government the head of the international relations depart ment discussed the problems and implications of the arms race before some 300 persons in the university center osbourne room his lecture was co-sponsored by the senior class and omicron delta kappa senior honorary it was the third and final presentation in this year's senior lecture series an arms race joynt said can be qualitative or qualitative around 1914 an arms race was quan titative depending on the number of guns or ships this qualitative shift has tended to stabilize the arms race and decrease the danger of a war joynt saw the occurrence of limited wars as increasing he said that the qualitative struggle would make it convenient for atomic powers to have conventionally armed allies that could settle isolated disputes without risking an all-out war i do not pretend to present answers joynt ad mitted but he said this was not because he didn't have any but because knowledge in the field was limited by cal mankowski bethlehem pa tuesday february 21 1961 ifc execs introduce revised rushing plan vol 72 — no 30 down in the first frame and rode him until the buzzer in the second period lauchle escaped and kept away from doug subsequently being warned for stalling baillie escaped in third frame and lauchle persisted in keeping away to finally win 4-1 the match score then stood at 8-0 two points over the antici pated score at that time at 137 curt alexander who drew with darryl kelvington last year again drew with the panther after a neutral first period alex the first match was a blow to lehigh hopes as dick martin proved to be everything he was built up to be martin rushed to a 5-1 lead in the first period im mobilizing pat smartt in the second period he slapped a pinning combination on pat and despite furious bridging the le high grappler met his end at 4:45 at the hands of an inside crotch and chancery at 130 doug baillie met former eiwa 130 pound champ larry lauchle lauchle took baillie lehigh university brown and white by jeff cox and jerry mcguire to most lehigh wrestling fans referee stanley mousetis made himself a veritable cynosure at saturday's match against pitt who won 16-14 mousetis's calls were the object of spectator vilification as the en raged fans hurled paper and pil lows at the referee the match was close enough so that a change in most of the dis puted calls could have given le high the win ander escaped and was warned for stalling in the last frame with curt leading 1-0 kelvington was award ed a point for alexander locking hands this was the first of the dis puted calls alexander commenting sunday on the call which if not called would have given lehigh the win said i thought it was a bad call but what can you do kelvington later escaped but curt had time and the result was a 2-2 draw un 6-0331 paper pillows fly at ref as pitt wins 16-14 at 137 defending eiwa champ john zolliwoff had a tough time with pete gratto in fact he seemed to die in the last period the pittman took pete down in the first period but gratto escaped easily in the second frame after exchanging reversals zollikoff was awarded a predicament point this was the second of the disputed calls zollikoff had gratto in a hold see cut that many thought was not a pinning combination in the hold the panther didn't move but a predicament was called on gratto and zollikoff was not warned for stalling if he had been it would have been lehigh's match in the last frame after not be ing able to do anything much to each other the wrestlers ex changed escapes and takedowns see kirk page 6
