this letter was also sent to all living groups to explain the dean's future policy dean parr pointed out that the basis for granting students permis sion to serve alcoholic beverages at social affairs is the assumption that gentlemanly standards will be maintained and that they will as sume responsibility for their con duct both collectively and individ ually this basis is not as secure as it might be the dean con tinued but arcadia has taken the first step in the right direc tion parr emphasized that only re quests for alcohol will be refused social petitions for parties will still be accepted should the lehigh-lafayette ri valry be discontinued an oxford union style debate on this question will be held on thursday dec 11 at b p.m in the davis room of the uni versity center to give students an opportunity to express their opinions on this question the topic for the union will be resolved that this house urges an end to the lehigh-lafayette rival ry it is sponsored by delta omi cron theta honorary debate society the debate has been arranged in order to allow a discussion on the question of what should be done about the traditional rivalry in the wake of the riots at the last foot ball game and the announcement by dean j d leith yesterday that the entire student body has been placed en disciplinary probation in an effort to have all sides see debate page 3 an all-student group quietly meeting in the university center made the decision to place the student body on disciplinary probation for the remainder of the semester representing every concerned student organization on the campus the student leaders first met last tuesday afternoon re sponding to a call by associate dean preston parr parr's notice gave no hint of what the meeting was to concern it simply asked the students to make every effort to be there responding were members of the executive committees of arcadia interfraternity council residence halls council town council cyanide freshman cabinet and brown and white also in attendance were deans c b campbell andi parr leith was chairing a discipline com mittee meeting at the same time parr and campbell opened the meeting with simple but emotional statements they indicated that they both were sincerely distressed over the events of the prior week end parr characterized the week end activities as the most dis graceful i've ever seen campbell spoke of his attachment 10 and pride in the university the twenty-odd attendees later admitted that they had been emotionally moved by his speech parr asked the students to consider simply whatever you think should be done about the weekend and he and campbell left the room after arcadia president jack bianning took the chairmanship of the discussion the group attempted lo consider various solutions to the problem suggested were social probation a mass meeting of the entire stu dent body a meeting of the fresh man class and several other ideas discussion centered about the possibility of either social pro bation for the entire student body a meeting of the fresh see two page 4 an editorial pro regrettable but necessary senior admits riot damages meeting in two lengthy sessions immediately before the thanksgiv ing holiday the university disci pline committee suspended a senior for his part in the lafayette football game riot richard lewis 60 was sus pended following his admission to the committee that he was responsible for breaking sev eral hundred dollars worth of lafayette band instruments lewis also admitted that he was intoxicated at the time of the incident a three-hour meeting oa tuesday and another lengthy session on wednesday were necessary to bring about a final decision in the case two other cases related to the foot ball game riot were also brought before the committee but less dras tic action was taken several individuals remain to be called before the committee to an swer charges leveled against them in connection with the saturday riot the committee will meet again on friday be disciplined for the demonstrations for this mere ly brought to a head the prevailing undergraduate policy with regard to rivalry and sportsmanship throughout the semester freshmen were in formed of the standard operating procedure during rhe lehigh-lafayette activities by informed up perelassnien they were told frequently and con sistently that they were expected to carry on the smash-laf ayette - with beer - bottles - and - clubs et - al traditions set by other freshman classes with these traditions in mind the naive fuzzy minded undistinguished class of 1963 acted the university reproach is of necessity a short range action designed primarily to censure the stu dent body we must next consider long-term pro posals to insure the absence of such appalling be havior in the future see lehigh's page 4 by approving arcadia's universal disciplinary probation recommendation and by tacking on a no alcohol proviso of his own dean leith has effec tively indicated the university's complete disappro val of the student body's recent childish and crude activities leith's ultimate decision was regrettable — but necessary if the student council's recommendation stood by itself it would have had slight effect on the gen eral student bod — where much of the blame for the intolerable actions of nov 21 must be placed however by indefinitely suspending privileges for the use of alcoholic beverages by student groups the university reproach hits home although the freshman class for the most part was dominant in the taylor stadium brawls it does not follow in this case that they and only they should leith halts alcohol privileges student body put on probation arcadia's proposal approved by dean vol 71 extra edition tuesday dec 1 1959 special arcadia meeting sought disciplinary pro bethlehem pa by robert walters dean j d leith rivalry's future to be debated at oxford union parr to accept only dry party petitions dean of students j d leith has denied the lehigh student body alcoholic privileges at all social functions for an indefinite period of time and has agreed with arcadia in placing the student body on special disciplinary probation for the remainder of the current semester the sweeping and far-reaching decision reaction to the lafay ette riot represents the sharpest crackdown on the student body in several years its major implications include the end of traditional lehigh parties until alcohol privileges are reinstated a change in the status of all future violators of university regu lations increasing the severity of punishment meted out by the univer sity discipline committee this occasion marks the first time that a crackdown of this nature has been initiated by an all-student group it is also the first time in the memory of veteran observers that the entire stu dent body has been placed on probation leith's crackdown announced in a letter to arcadia president jack branning is composed of two separate and distinct actions — acceptance of an arcadia recommendation that the student body be placed on probation and initial action taken by the dean to indefinitely suspend alcoholic beverage permissions meetings of student leaders held immediately before and after the thanksgiving vacation precipitated the arcadia resolution the result of the meetings was a recommendation to arcadia that it submit a proposal to the dean that the student body be placed on special dis ciplinary probation the student decision is significant in that as the letter written by branning to leith states it is intended that any student found violating the general principle of personal conduct be treated as if he were al ready on probation and that the penalty for this offense be the same as if it were his sec ond or third offense rather than his first or second the dean did not indicate when the ban on liquor and beer at lehigh social functions might be lifted he cites the arcadia action and his additional decision as two ad ditional steps in the program of complete re-evaluation of the le high-lafayette weekend activities previous action consisted of discontinuance of the freshman see leith page 3 no fines at library library officials have reminded students that library books now overdue or not properly checked out may be returned at any time during the week with no fine or other charge being imposed re turn all books to the circulation desk all petitions for social functions requesting the serving of alcoholic beverages to students were returned today associate dean preston parr announced accompanying the petitions was a letter explaining parrs method of implementing dean j d leith's no-alcohol deci sion lehigh university brown and white
