social highlight of lehigh's mili tary program the military ball will be held next saturday night feb 14 in grace hall les michener and his orchestra will play for dancing from 9 to 1 sponsorship of the affair alter nates each year between the army and air force rotc units this year the responsi bility is with the air force although the dance is provided primarily for the members of the rotc the public is invited and may purchase tickets for the same piice as cadtes 3.00 per couple both army and air force cadets will attend in uniform with the substitution of a white shirt and black bow tie by air force cadets and advanced army cadets basic army rotc cadets will wear reg ular uniforms civilian guests are asked to attend in tuxedos semester culminated in the formal election of student gov ernment officers conducted by outgoing president larry wright at the first conclave at installation ceremonies wed nesday noon chaplain raymond e fuessle installed jack branning as president harry mcnally vice president william mountain secre tary and otis johnson treasurer all of the class of 60 president branning called for a committee of three to modify and present reommendations for a con stitution revision he declared the present document was rather clumsy and quite unworkable reappointed-f acuity adviser dr lawrence whitcomb con curred with branning and said the present constitution con tained problems of attendance and proper definition of arcadia meeting absences plus out dated committees arcadia has in the past been go ing along with tongue in cheek — not really following the constitution dr whitcomb pointed out the advisor also stated that if a time limit were imposed on the re vision program the constitution may be faulty and have to be re vised again solon john daniel urged the see new page 5 the very rev james j mclarney 0.p of the theology department of the rosary monastery in summit n.j will direct lehigh's 16th con ference on religion feb 11 to 13 the conference leader a distinguished dominican priest will lec ture in classrooms during the mornings and conduct informal discus sions for the students and faculty in the afternoons one of the high points of this conference the second during the cur rent academic year sponsored by the interfaith council will be father mclarneys lecture on religion and the experts which will be held in the osbourne room of the uni versity center at 8 p.m thursday there are two events of special interest for the faculty the first is the public lecture thursday eve ning the second is a luncheon for the faculty friday at noon when father mclarney will speak in formally on the subject freedom and faith the luncheon will be held in the osbourne room some of the lectures which fath r mclarney will present will be immortality the relationship between theology and sociology the labels of contemporary polit ical parties nominalism free dom and faith and sexgregation opinions on co-education father in mechanical engineering he served as vice-president of the alumni association from 1957-59 following his graduation he studied at harvard where he earned his master of business administration in 1927 prior to joining the massachusetts investor's trust in 1939 he ; was associated with the national city company in new york and served as assistant comptroller at cornell he is president of the b&w editor-in-chief a proposal for a sweeping revision of fraternity rushing and pledging practices was presented publicly for the first time at last night's inter fraternity council meeting by ifc president carl schier representing student life committee ifc battled over the proposal for more than two hours finally deciding to table discussion until next week when slc members will answer fraternity questions concerning the plan the slc proposal as described by schier consists of two basic com ponents 1 fraternity rushing will be moved up to the beginning of second semester of the freshman year for a period of eight or nine days con tacting will remain in the first semester of the freshman year with the addition of four or five open sundays 2 all pledging and mickey mouse activities will be deferred until the first semester of the pledge's sophomore year under a controlled pledging plan details and mechanics of this controlled pledging will be woked out by a joint ifc gryphon committee after presenting slc's case to the 30-fraternity group schier heard comments from the floor directed against the all-university year the office of the dean of students the gryphon society the student life committee the brown and white the fraternity alumni advisory council and residence halls coun cil only after the debate was well over an hour in progress did the tenor of the group's discussion change to an attitude of extended consideration of the plan before any final ifc decision is made during the entire first half of the discussion schier heard only comments directed against the slc plan turning point in the debate came when vice president gene mercy told the group we are trying to find a long term solution to a short term problem if we accept this plan we can get arcadia last wednesday branning also received the president's pin arcadians to revise clumsy constitution inauguration of a constitutional revision program activation of sev en standing arcadia committees and inquiry into the whereabouts of the weisberg concessions report were the main points of the 13th arcadia's first session last wednes day a gentlemen's agreement last tuitioa rates for graduate and summer school students will be in creased beginning in september by action of the board of trustees ac cording to elmer w glick univer sity treasurer a 200 per year increase in tuition will be experienced by students in the graduate school — the first such increase for grad students since 1953 glick also stated that the rate for part-time graduates and for under graduates enrolled in summer ses sions will rise from 25 to 35 per credit hour the revised tuition schedule also provides that students regularly en rolled in any of the undergraduate divisions of the university who reg ister for fewer than the normal hours of work will pay either 46 per credit hour carried or the reg ular tuition plus the fee for en gineering students whichever is lower university president dr martin d whitaker has joined three other area colleges in stating his concern about the proposed discontinuance of lehigh valley railroad passenger service moravian cedar crest and muhlenberg colleges have also protested the lvrr's plans cor nell university lodged a formal protest with the interstate com merce commission at its hearing last thursday whitaker's statement as reported by the bethlehem globe-times last week follows in response to your request for a statement concerning the possible stoppage of lehigh valley railroad services may i say that of course we are concerned about this pro posed decrease in available trans portation as we would be by the possibility of a decrease in any of the services rendered to the lehigh university family by a variety of individuals corporations and gov ernment units we are fortunate in being relatively close to the philadel phia and new york areas and in being served by several rail roads air lines and bus lines but the cessation of passenger service on the lehigh valley would be an inconvenience to many lehigh students and many lehigh faculty and staff mem bes we do not have any detailed in formation as to the number of le high people
