un 6-0331 system there is nothing like a good old-fashioned controversy to generate in terest in elections and the party system is probably the best method there is to generate some controversy to say that all it would consist of is controversy and that leadership wouldn't be as good leadership as we have now is absured the leadership would more than likely be as good and there would be interest too the parties would have to name the best candidates in order to get the vote of the independents one of a number of possibilities for parties would be a fraternity party and a residence halls party they would have to get the town vote and they would also have to convince all of their own group of their candi dates capabilities two years ago a pathetic escapade happened at lehigh that would never happen under a party system a rally was held to generate interest and give the candidates a chance to express their views it turned out to be a farce the candidates were poked fun at and almost drowned with water rallies under a party system would be possible the person would not have to be there alone but would have his party behind him this would tend to pre vent the thing from becoming a farce in addition to rallies nominating conventions could also become big events on campus other possibilities to get spirit and interest are endless lehigh needs some spirit and the party system is one way to get it if nothing else proportional representation the hare system has served to further student apathy at lehigh there is simply no interest generated in lehigh elections under this system even though it is supposedly the best method of election but the question is not what the best theoretical system is but rather which system will do the most for lehigh and this is definitely not pr that it has not worked as well as it should at lehigh is evidenced by this year's election south mountain is now supposedly in the middle of a campaign but the only clue of its existence is a few posters that are nailed up at sundry places around the campus certainly a system that does not help to get students inter ested will not help get them to vote at a good election only about 50 per cent of the student body casts a ballot and the great majority of these are freshmen and lehigh is not the only place where this has failed to catch on in the united states only five cities presently use the system and the largest of these has a mere 200,00 people cincinnati the largest city to have used it dropped it only recently people in the united states right or wrong expect the person who gets the largest number of votes to win the election under pr this is not so at lehigh if a person has to win simply with is first place ballots he would have to campaign a great deal harder than he does at present even more interest could be generated if the university would adopt a party brown and white vol 69 — no 41 dance parties few incidents mark weekend possible presldents candidates for senior class president are 1 to r joe montville dave mitchell and carl schier lehigh's temporary boom ar rived and left in two fast-moving days last weekend houseparty is now only a memory starting with friday night's formal dance featuring duke ellington and walt simpson and closing with the last parties on sunday a round of fast-moving activities sparked the occasion the formal dance friday and saturday night parties saturday picnics the dyer-bennet concert and a variety of other activities highlighted the weekend campus police called the event one of the quietest but reported a number of minor cases handled ranging from overloaded cars and drunken drivers to a fire at the beta theta pi house reports from police and hos pitals indicated that no lehigh student was involved in an ac cident during the weekend st luke's hospital however re ported that john kelly a villa nova student and john canova 59 were involved in a bottle smashing incident kelly received multiple lacera tions of the face and nose which re see paper page 4 f r kappel at&t president at graduation president of the american tele phone and telegraph company fred erick r kappel will address the class of 58 at graduation exercises june 10 at 9:30 a.m kappel has had a long and varied career primarily with telephone companies he worked his way through the university of minnesota played drums in a dance band and after graduat ing as an electrical engineer took a summer job with northwestern bell at 25 a see frederick page 3 see only page 5 system will be used to decide the victors this system requires the voter to rate each candidate run ning for office in order of prefer ence the candidate with the least first by richard siegel only 40 men — the lowest total of candidates in a decade — will be on the ballots when voting for class of ficers opens on tuesday at 9 a.m polls will remain open in the university center christmas saucon hall drown hall and packard lab throughout tues day wedensday and thursday from 9 a.m to 4 p.m only eight candidates are vicing for the coveted senior executive jobs four men are running for the presidency while the university's only two man contests are the battles for senior secretary and treasurer the freshmen lead the field in total candidates with 17 men aspir ing to the three offices the presi dency of the class of 61 appears to be the most heated battle with eight men in contention the position of scribe for next year's sophomores has attracted six candidates while three men are contesting the treas urer's post the class of 60 which only last year had a record total of 29 candidates contending for the three posts will have 15 vicing for the jobs this year the least contested presidency post is in this class with only three men on the ballot for the chief ex ecutive's spot six men are in contention for both the secre tary's and treasurer's job as in previous elections the hare editorial let's get rid of proportional representation soon
