a memorandum stating a legal reinterpretation of the pennsylvania liquor code of 1951 as it pertains to the responsibility of organization heads was distributed to living groups last monday the university attorney's interpretation as issued by dean byron c hayes is effective immediately it restates the university's posi tion on drinking the university says the word of caution does not approve the use of alcoholic beverages at student social func tions such permission con tinues the memorandum is granted only when the dean of students is satisfied that the pennsylvania liquor code will be observed the university regulation clearly states that any student guilty of drunkenness is subject to suspen sion from the university the li quor code clearly states also that it is unlawful for any licensee or any other person to sell furnish or give alcoholic beverages to any minor pennsylvania's liquor laws estab ish that minors are all those who are not yet 21 the university regu lation does not single out minors as subject to discipline for either drunkenness or unseemly conduct making no distinction as to age under the new university rul ing the head of the living group or his appointee if he isn't 21 will assume full responsibility for seeing that the pennsylvania law is being carried out this is but one of the set responsibili ties placed upon the person to whom the
