af ternoon in packer memorial church ormandy conductor of the phila delphia orchestra since 1936 will re ceive the honorary degree of doctor of humane letters ormandy began his spectacular music career at the age of 3v2 when he was a child pro digy in his birthplace budapest he received his ba from the royal state academy of music in budapest at the age of 14 dr charles malik ambassador of lebanon to the u.s will re ceive the hononary degree of doctor of laws and will give the commencement address malik one of the top six in the united nations was born in 1906 in lebanon he is a renowned scholar and philosopher and holds a ba in math and physics from the ameri can university of beirut and an ma and phd from harvard from 1945 to 1953 he has been en voy extraordinary and minister eugene ormandy idc moves hp dates to dravo plenipotentiary of lebanon to the u.s he has been active in the unit ed nations on human rights he also took an active part in the sign ing of the japanese peace treaty in san francisco dr whitaker will award the 65 degrees to seniors who finished their studies during the summer and 43 students will receive master's de gress doctor of philosophy degrees will be awarded to three charles malik congdon interprets authority of sac a great deal of discussion has tak en place in the past week concern ing student-faculty committees on campus their place in conduct of campus affairs and the responsibili ties of the dean's office some of the student organiza tion representatives claim a sharp increase in the power of these committees as a result of ifc approves social petitions new social petition forms as passed by the student-faculty com mittee on student activities were approved by the interfraternity council monday evening in a stormy closed session marked by several heated exchanges from the floor the decision was a reversal of the council's stand at friday night's meeting which was to support the old petitions in con junction with the activities committee stand at that time according to president ray c hartenstine cause for the change in the council's stand was brought out monday morning in a meeting be tween dean of students wray h congdon and several students questions asked from the floor were answered by hartenstine vice-president walter r ser niak prof william a aiken ifc faculty advisor and alvin lewis all of whom attended the dean's meeting discussion centered around whether the men attending the dean's meeting were representative of the group since ifc had passed the previous motion to use the old petitions three days before at this point alvin lewis moved the meet ing be moved into executive session the student-faculty committee on student activities unanimously ap proved the controversial new social petition forms at a special committee meeting monday afternoon rejected petitions may be brought before the committee for an ap peal and wednesday afternoon has been set for deciding on a stan ard operating procedure the committee decided dean hayes opened the meeting with an apology to the committee for having the new social petition forms distributed without their approval but he pointed out there was no meeting called and the need for the forms was immediate two hours were spent interpret ing the summary of regulations for social functions on the new forms dean byron c hayes chairman ex officio pointed out all changes made over the summer and explained why they had been made the elected head of a living group is now supposed to sign the peti tion in addition to a senior officer banquets must be petitioned for be cause dormitory sections have fre quent dinners and banquets and such activities must be petitioned for as in the past when they were not enumerated on the forms controversy arose over the first section on chaperones as to continued and exclusive service by given chaperones the clause has been inserted because it has been brought to dean hayes attention that some chap erones are called in too fre quently the couples enjoy chaperoning dean hayes pointed out however they are unable to understand why parties should begin at 6 and con tinue until 2 in the morning the dean also pointed out that some chaperones cannot remain for more than four or five hours and thereby leave the living groups un chaperone for some length of time in direct contrast to university regu lations the section is to discourage given groups from imposing on certain chaperones week in and week out dean hayes added and thereby ruining good chap erones he further pointed out that this was a suggestion and not a rule stag social affairs must be peti tioned for and attended by an ap proved faculty sponsor regular meetings of student organizations do not have to be petitioned for if they are attend ed by faculty advisers last year's petitions read which are usually attended ..." dean hayes pointed out that the change in wording was made to encourage organizations to get faculty advisers last year six dances were desig nated as all university dances during which no parties could be held this year's petition eliminates the words all university and sub stituted large dances open to the entire student body see sac page 5 their discussions with the deans and . the outcome of the peti tion controversy so many varied interpretations of this issue have been voiced around campus that the brown and white asked dean wray h congdon for his interpretation of the place of these student-faculty committees in the handling of student affairs in response dean congdon sent the fol lowing letter to the brown and white the news editor of brown and white has requested the undersign ed to make a statement regarding the responsibility and authority that rests in the faculty-student com mittee on student activities and the responsibility and authority of the dean of students this is a fair question and one that i am glad to answer in the organization of any col lege or university the ultimate and final responsibilities and authorities reside in the board of trustees they however dele gate many of these responsibili ties and authorities to the presi dent of the institution and other appointed officers and to the faculty at lehigh university as in most institutions responsibility and au thority for the social controls and discipline of students and student affairs is delegated primarily to the j dean of students to assist and aid | him the faculty establishes various j faculty committees of which he is | an ex-officio member and chairman thus to such commitees certain re j sponsibilties and authorities are also delegated according to actions of the faculty approved by the board of trustees or delegated by the board ! of trustees itself these limited responsibilities and authorities are so delegated to these see congdon page 3 dates of all dormitory men will be housed in dravo for the fall house party the dorm will be closed from 4 p.m friday to 4 p.m sunday men rooming in dravo may sign up for tlieir dates thurs day oct 15 and friday oct 16 all other men desiring accom modations for their dates may sign up the following week no rooms may be signed for after 10 p.m friday oct 23 in passing this plan the inter dor mitory council followed the sug gestions of phillip b woodroofe director of residence halls the first floor lounges will be open to escorts at all times only front and back doors on the first floor will be unbarred to men woodroofe said to avoid delay in caljing dates from rooms the num ber of runners will be increased over last spring woodroofe stated that accommodations for 320 dates will be available for the weekend although he expressed no concern over the conduct of le high men throughout the week end woodroofe said that an am ple number of chaperones would be on duty at all times lounges in richards and drinker will be open throughout houseparty to men and their dates although the living quarters will be closed off from the lounges dean leith stated upon being questioned that any possible viola tion of fire laws caused by the lock ing of dorm doors would be direct ed to director of buildings and grounds litzenberger the council decided once mere to sponsor the idc break fast from 1 a.m to 3 a.m after the friday night dance further discussion revealed plans by the council for arranging chap erones for dormitory parties idc president robert ameling stated that a form has been sent out to each member of the faculty on which he may express his availability as a chaperone faculty members inter ested will be contacted by one man who will make all arrangements for dormitory party chaperones the faculty chaperones will also be issued forms on which they may see idc page 8 petition protest hp flower ban the recent ban on houseparty flowers by the senior class cabinet has been brought under criticism with several petitions being circu lated protesting this ban bernard blum 55 who circu lated one of these petitions said that approximately three out of four students who were going to houseparty disapproved of the cabinet's action see petitions page 8 fraternities first dorms follow in chest drive as early reports on the campus chest drive came filtering in it ap peared that fraternities were out in front in putting the chest over its 5,000 goal although returns were incomplete as the paper goes to press chi psi pi lambda phi phi gamma delta and sigma phi have reported 100 per cent participation in the drive dormitory groups were following close behind with tempos leading having collected from 80 per cent of their members this included both cash and pledges taylor was second with 51 per cent of its members do nating so far figures from town groups were unobtainable the annual charity ball which will finsh up the drive will be held in grace hall from 9 to 12 tomorrow to the music of lee vincent and his orchestra vincent who has been leading his band since 1946 has played at many college dances in the pennsylvania area decorations under the guiding hands of prof quirk of the fine arts department and george shiv eey 54 will be in
