a jam-packed mostly unanimous voting session took place wednesday evening as the members of arca dia got together for the last time they will actually be in control rifled through in short order were the following motions the clarification and codification of article 11 of the constitution de fining the two-thirds vote neces sary to pass a referendum as two-thirds of the ballots cast not necessarily those marked a unanimous vote against the pass age of the referendum calling for seating of the big 3 after michael arra 53 brought up the question of the bernard aj gyle case now before the student activities committee the group unanimously voted to ask the com mittee to act immediately on the case it has been before the commit tee for over three months mai gross 54 quoting campus ru mor as to the reason for the delay felt that the committee headed by dean byron c hayes should realize its responsibilities he said that ru mors if true raise a serious ques tion in my mind as to what the rela tionship is between the chairman of a committee and the faculty and stu dents on the committee president john arnesen cog nizant of the talk that the dean see arcadia page 3 see tau delts page 6 orators finish opening round with the oratory contests com pleted as of last night the 116 debat ers representing 29 colleges and universities competed in four rounds of debate today in the sixth annual pennsylvania intercollegiate forensic tournament president martin d whitaker will address the debaters at to night's tournament banquet in the hotel bethlehem miss mil dred ann ditty of the univer sity of pittsburgh executive sec retary of the debating associa tion of pennsylvania colleges will then award the gold silver and bronze keys won last eve ning in the oratorical contests winners in each division are cli see orators page 6 hare pr system used in next week's elections helps provide better representation in arcadia blood pledges at 800 mark blood pledges passed the 800 mark in lehigh's third annual blood drive early wednesday evening the 804 reported pints how ever is still short of the goal of 1000 donations which can be ac commodated by the two blood mobile units appearing in grace hall thursday and friday commending the lehigh family for a very respectable showing dr charles a seidle chairman of the drive added the books are still open to give blood we need more he said because some will not be able to show up due to last minute engagements and illness for that reason pledges will be scheduled until tuesday pledge cards can be obtained at the office of admissions and from living group heads breakdown of pledges shows dormitories leading the way with 373 donations fraternity pledges comprise 361 of the to tal faculty and administration 42 pints and town groups 29 last year fraternities led all groups with 430 pledges of the 802 total as they did last year chi psi tops this group with 27 members volunteering pi kappa alpha runs second in fraternity donations with 23 dormitories in surpassing last see blood page 3 save a life give blood it is never too late to save a life support the university blood drive pledge today go to the admissions office or call dick glassberg at un 7-7013 flu victims at lu crowd dispensary there are an unusually large number of flu cases for this time of year reported ralph miller regis trar at the health center he added that it was difficult to say just how many cases there are at lehigh since many students go to private doctors for treatment cecilia herbener nurse at the health center commented that although conditions are not near epidemic proportions one third of all patients treated have the flu she advised that the best way to avoid getting the flu is to take the immunization shots given at the health center when lehigh men go to the polls next wednesday and thursday they will vote by the hare system of pro portional representation or pr pr is a system which allows electoral preferences to be reg istered with a minimum wast age of votes it can also show the preferences of the voters on a mathematical basis in propor tion to the number of voters it does not reserve a certain per centage of seats in a governing body to any group of voters unless these voters exercise their voting privi lege the advantage of proportional representation over the single choice system is that each vote is counted in the final result provided the bal lot is correctly filled out the voter represents . his prefer has enough votes to elect him for this reason it is important that a voter mark as many of his prefer ences on a ballot as he can intelli gently select an exhausted ballot is a wasted ballot a candidate wins a seat when he obtains the necessary quota of votes this quota is deter mined by dividing the total number of votes cast in the elec tion by one more than the num ber of seats to be filled for the arcadia election there are 15 seats to be filled making this number 16 to the result of this division one is added candidates are dropped beginning with the man who has the lowest number of first place votes on the first ballot ence by marking his numerical pre ferences in the boxes preceding the candidates names any ballot mark ed with an x is immediately dis qualified the voter is not obliged to mark an entire preference list unless his preference extends to the entire list of candidates when the ballots are counted the votes for first preference on the bal lots will be tallied in the first tabu lation however if the candidate marked first on a ballot receives too few votes to obtain a seat the vote is not discarded or ignored as it would be with other voting systems it is instead credited to the second choice on phi was placed on social probation in action taken by asso ciate dean byron c hayes last friday for violation of the university regulation forbidding unauthorized parties at fraternity houses . . . tau delta phi fraternity is placed on social probation for the remainder of the academic year 1952-53 hayes announced in a letter to the fraternity the dean's letter was sent in response to a letter given him by the house explaining why the house had failed to petition for a party held feb 7 house elections at the close of the past semester had elevated the social chairman to the post of vice-presi dent because rushing occupied a major part of the house's time no new social chairman to file a peti tion had yet been appointed the fra ternity explained in its letter to the dean immediately upon learning that no petition had been filed the house filed a petition for a party planned for feb 14 the letter said in his letter hayes said the inci dent reaffirmed the impressions with which i have been left as a re sult of incidents during the past se mester roemmele comment surprise was the immediate reac tion of herb roemmele chairman oi the ifc judiciary committee to the placing of tau delta phi on social probation by associate dean byror c hayes i was surprised that the matter was not brought to our attention roemmele said during a confer ence with the ifc executive com mittee and the deans office this fall we were led to believe that such matters would be brought before our judicial committee before action was taken he referred to members of the house who had earlier in the year borrowed the cedar crest dinner bell hayes stated that he was nol given the full cooperation of the house in returning the bell the bel was used at a football game on the day he had asked that it be return ed the dean's letter concluded plans for the 1953 lehigh music festival have left the drawing board and actual construction will start next week according to warren ste vens coordinating director of the all-student production carpenters and electricians will build the set for the show to be presented april 17 and 18 in grace hall the theme of the festival which will build up from the music from earth in part i to a climax of color lights and flying saucers in part 11 has been kept in mind by the designers of the stage plateaus fiatland and mountains will be modernistically represented in the set which will appear as a rugged stylistic cross section of the earth's surface surrounded by plan ets and stars next week will be the last official chance for students to sign up for positions on the festival stevens an nounced there are still openings in many phases of the production in cluding construction electrical sound ticket sales concessions pro grams and finance interested stu dents will be given a chance to get in on the ground floor of festival see music page 4 thomas scherman director of the little orchestra society of new york has added five dances by igor stravinsky composer of the new metropolitan opera success the rake's progress to the pro gram to be presented at 8 p.m to night in grace hall the program the fifth of the season will be pre sented by the student concerts lectures series committee featured works during the second half of the program will be two selections by virgil thomson from the musical score of the a growing sense of re sponsibility both to the students and to lehigh on the part of arcadias of the past several years dr herbert m diamond retiring arcadia facul ty adviser told the b&w this week diamond who has been facul ty adviser since 1946 said he wants to make way for new and younger blood it has been a tremendous privilege he said to work with these organiza tions arcadia president john arnesen has been presented with diamond's personal arcadia key to be passed on to each incom ing student gov ernment p r e si - dent diamond lauded the adoption of the present stu dent constitution in october 1947 since that time he said the organization has been stronger more representative and democratic and has exhibited more vitality
