the inception and growth of the j reserved officers training corps spoke as follows : — six years ago in the spring of 1913 the plans of the war depart j ment for instituting summer mili tary training camps called forth from the universities and colleges of the country active and loyal co operation out of this movement grew the present military training camps association of the united states following the first camps held those at gettysburg in the east and at the presidio of mon terey in california in the west in 1913 an advisory committee of university and college presidents on the camps was formed which did valuable work yearly in inspect ing and reporting to their presi dential colleagues throughout the country on the camps held during the summers of 1913 1914 1915 and 1916 in hese years attend ance at the camps grew from about 220 in 1913 ayver 16,000 in 1916 and the in^cmions were that in the summer f 1917 the attendance of students and of professional and bup'ness men who in 1915 joined the movement would have been lover 50,000 but the entry of our country into the great war caused the iu-ning over of the summer camp training and in fact of the entire organization of the military training camps association to the intensive training of officers for im it has not been in the past nor is it now the idea or intention of the government in reinstituting a system of military training for stu dents to develop a militaristic spirit in our people there is a wide gulf between military proficiency as typified by the american citizen trained to arms and confident of his proficiency and that militaristic spirit which the prussian system developed during the past forty years it is our idea to develop in the nation a citizenry trained and capable of efficiently bearing arms for the national defense to train and to lead this citizen army we must draw upon our educated young men for those who are capable of developing as officers it is one of the axioms of military science that intelligent leadership on the part of officer personnel means the conservation and saving of life of the troops in the present reinstitution of the reserve officers training corps the r 0 t c the war department has caused careful re vision to be made during the past winter and spring of general or ders 49 embodying the details of military training proposed to our universities and colleges as a part of their curricula and in this the general staff and the war depart ment committee on education and special training have had the great advantage of consultation with a number of presidents of our institu tions of higher learning including members of the advisory com mittee of presidents on the summer camps and their suggestions have practically all of them been em bodied in the revised draft of the regulations now t be issued so shaping them that the military continued f£om second pagk it was decided that all men who had not completed at least one term at college no matter what class he m from must abide by the fresh men regulations freshmen must also attend all ch rrnuu^m^h^^j the first meeting of the sopho more class was held wednesday afternoon at 3 o'clock in packer hall the meeting was opened by j t badiham president who made a report of a discussion math dr drinker on freshmen regula tions fjrshmen must still wear regulation ties and caps must ob serve order of classes in leaving chapel and college meetings and must not go out after 8 o clock dur ing the first tw weeks secretary baker at opening exercises price five cents 64 candidates out for team bethlehem pa friday september 26 1919 y.m.c.a freshmen reception tonight brown and white veterans and new material give promise for another good year 1919 schedule have you paid your arcadia dues ? if not now is the time pay at the supply bureau drown hall
